Official Board Proceedings FUNNY BUSINESS Board o! Supervisors Office- Carroll, Iowa Monday, April 1, 1974 The Board of Supervisors of Carroll County, Iowa met in Regular Statutory Session at the Board Office of Carroll, Iowa the county seat of said County on Monday, April 1, 1974 at 9:00 a.m. Central Daylight Savings Time pursuant to law, the rules of said Board and to adjournment with all members present. The Board of Supervisors proceeded to canvass the results of the Carroll Community School District Bond Election held on Tuesday, March 26, 1974 and found the results as follows: 1922 Yes; 1350 No and 11 Defective or Blank. A copy of the results are on file in the office of the County Auditor, Co. Election Commissioner. On motion the Board of Supervisors approved the following First Quarter Reports: Wm. C. Arts, Jr. County Auditor in the amount of $2137.00; Ray F. Reicks, County Recorder in the amount of $4,262.33; John G. Longnecker, County Sheriff in the amount of $395.50 and Alfred J. Klocke, Clerk of Court $7503.03 and Small Claims in the amount of $837.75. A motion was made by Lewis Rich and seconded by Walter Koster that the Board of Supervisors accept the low bid of Midwest Culvert Operations for culvert pipe. All voted aye. The bids were as follows: Midwest Culvert Operations, Sioux City, Iowa $15,147.92; The Levine Company Inc. $18,050.10 and Stuart M. Ross Co. $17,060.00. On motion the Board of Supervisors signed an agreement with John Handlos for the Purchase of aravel. This anrpement is on file in the office of the County Auditor. On motion the Board of Supervisors passed a resolution regarding the cancellation of warrants. This resolution is on file in the office of the County Auditor. On motion the Board of Supervisors accepted a copy of the Income Tax Return for 1973 for the Southwest Iowa Mental Health Insitution at Atlantic, Iowa. This is on file in the Office of the County Auditor. On motion the Board of Supervisors approved the certificate of Completion of Work with the Hallett Construction Company for Asphalt Concrete Resurfacing work consisting of 33.988 miles in Carroll County. A copy of this is on file in the office of the County Auditor. On motion the Board of Supervisors proceeded to audit and allow the following claims and authorized the County Auditor to issue warrants for same: GENERAL FUND Dr. R. B. On motion the Board of Supervisors approved the monthly report of Doris Walkup, Public Health Nurse. This report is on file in the office of the County Auditor. On motion the Board of Supervisors approved the Public Official bond of Marion Grundmeier Deputy Assessor. This bond is on file in the office of the County Auditor. On motion the Board of Supervisors approved the application for a cigarette permit for Earl Thede dba Swan Lake Concessions, and authorized the County Auditor to issue a license for same. On motion the Board of Supervisors passed a resolution regarding the placement of two Carroll County residents at Handicap Village Inc., in Clear Lake, Iowa. These resolutions are on file in the office of the County Auditor. On motion the Board of Supervisors adjourned until Monday, April 15, 1974. William C. Arts, Jr. County Auditor Leonard Rupiper Chairman Board of Supervisors Office, Carroll, Iowa Thursday, April 11, 1974 The Board of Supervisors of Carroll County met in Special Session at the Board Office in Carroll, Iowa the county seat of Carroll County on Thursday, April 11, 1974 at 10:30 a.m. Central Daylight Savings Time pursuant to law, the rules of said Board and to adjournment with all members present except Leonard Rupiper. The Board of Supervisors met with the Farmers Home Administration representative, John Duesbury, regarding Public Law 93-237, dealing with applying for a Federal grant dealing with National Disaster. A motion was made by Walter Koster and seconded by Lewis Rich that the Carroll County Board of Supervisors having reviewed and discussed the general provisions of Public Law 93-237 and the F.H.A. report pertaining to the April 9, 1973 blizzard, and request that Carroll County be declared,a disaster area, to have the farmers affected by the blizzard to continue their farm program in an orderly manner. All voted aye. A motion was made by Walter Koster and seconded by Lewis Rich that the Carroll County Board of Supervisors make application for the County to be declared a disaster area resulting from the rain and wind storms of July 1 and 9, 1973, thus making the County eligible for Farmers Home Administration Emergency Loan. That because of the report prepared by F.H.A. the Board became more knowledgeable of the farmers affected by the storm, and through this application for emergency loans as per Public Law 93.237 the affected farmers of the July 1 and 9, 1973 storms will be able to continue operation in a more orderly manner. Fitz, 27, is charged with first-degree murder in the strangulation death of 35.00 Michelle Lynn (Shelly) Day. daughter of Mr. and Mrs. William Day of Waterloo. Fitz appeared briefly before Black Hawk County District Judge Peter Van Metre Friday. Fitz told the judge he didn't have money to employ an attorney. Judge Van Metre postponed the arraignment until 9 a.m. Monday to allow time for appointment of an attorney to represent Fitz. FHAHome Repair Loans Now Available Recent changes in the Farmers Home Administration rural housing loan program now make home repair loans more easily available to low income families, according to Robert R. Pim, state director for the agency. In the past many low income families who own their own home have not been able to make essential repairs or rehabilitation because they have been unable to obtain credit at regular interest rates. Reduced interest rates are now available for such loans with a maximum loan of $7,000 and a repayment period not to exceed 25 years. For applicant families whose adjusted family income is not more 'then $3,000, the interest rate will be 1 per cent. For those between $3,000 and $5,000, the rate is 3 per cent and over $5,000 but not more than $7,000 adjusted family income, the rate is 5 per cent. The applicant's net worth can normally not exceed $5,000 excluding the value of household goods and the debt against them. All repair work necessary to bring the home up to the minimum property standards must be included in the loan. The borrower must occupy the property. Farmers Home Administration assistance is available in rural communities of not more than 10,000 population. Eligible families must be unable to obtain the necessary credit from conventional sources.
