AFTER A TOUR Results of European Trip Are Outlined by Official (Herald Tribune News Service) Washington Henry H. Fowler, secretary of the Treasury, told President Johnson yesterday that the leading free world nations have agreed to begin negotiating a new international monetary system. The cabinet officer said the discussions will be high policy talks and he declared that he hopes they wiil begin next month. Fowler reported those developments to the President two days after returning from a 7-nation European swing. The secretary touched off the free world discussions when he unexpectedly called for an international monetary conference last July.

The original Fowler call came as a dramatic seizure of free world financial leadership for the U. and the cabinet officer made it plain yesterday that he intends to add to the momentum his July appeal generated. Fowler publicly identified the U. S. as a full friend of the developing countries and of the 102-nation International Monetary fond.

He told Johnson that the U. S. delegation made it clear in each capital that a sound and lasting improvement In the international monetary system mast serve the needs of all member nations of the International Monetary fund particularly the developing countries. There have been grumblings from the underdeveloped nations that the U. S.

had decided to work with a rich mans club of major countries in reforming the free world system. Yesterday's statement was designed to assure the poorer nations that their interests will be respected and that they will have a voice in deciding how that respect is to be accorded. The big problem is that a small handful of nations would supply the money to be provided in any monetary reform and that most of these countries believe they must have full control over the use of their resources. The French are tough, articulate spokesmen for this view. The Dutch and some other European nations share this French attitude.

Fowlers report to the President indicates that the initial general agreement to start talking is a compromise. The first negotiations will be held within the so-called group of 10. These are the countries that have been conducting technical monetary negotiations and that now stand ready to supply additional billions of dollars to needy I. M. F.

members under a special borrowing arrangement. In addition to the U. the members are Belgium, Canada, France, Germany, Great Britain, Italy. Japan, the Netherlands. and Sweden.

CARSON SONS Winner at Fuller CL 2-7900 ONE-THIRD PAID LOCALLY Parkville, Claycomo and Riverside Still to Sign Joint Resolution The Transportation Planning Commission of Greater Kansas City, has been advised it can contract for federal funds without getting approval from state agencies. At a commission meeting last night. Shawnee Steivart, project director for the commission, said he had received the opinion from the state attorney general. There had been concern that the commission would have to work through state agencies, which in effect would be contracting for federal funds for the commission. An application for federal funds fo a general development plan and transportation study for the area has been submitted to the Missouri Division of Commerce and Industrial Development.

It has been forwarded to the Housing and Home Finance authority in Fort Worth, Tex. The $1,637,774 studv. to require two years, would be financed by matching federal funds. The local municipalities and counties involved would provide one-third the cost of the study. In a report at the meeting last night, it was found that Parkville, Claycomo and Riverside had not signed concurrent resolutions required by the State Bureau of Roads to give the commission jurisdiction in the area.

Jay B. Dillingham, a member of the commission, said he had talked to the three cities eight months ago. Although they all were agreeable to the resolution, they had not taken any action. The commission members moved that several firms be asked to submit proposals on an organizational plan under which they would undertake the development study. The members also discussed the hiring of a study director for the entire metropolitan area.

Federal funds will not be advanced until there is evidence there will be a study director. SHOTS KILL 3 IN TRAILER Deaths of Men at Tucson, a Puzzle Tucson, Ariz. (AP) Three men were found shot to death yesterday at a trailer court, and Sheriff Waldon V. Burr said there was a strong possibility they died in a suicide pact. The victims were W.

H. Mc-Cuilum, 71: Vincent T. Roach and Fred W. Parks. The ages of the latter were estimated by deputies at more than 60.

All lived in trailers at the Buffalo trailer court. They were found about 6 a. m. by Elston Pipes, operator of the court, after radio and television noises blared from McCullums trailer all night and were still going. Sheriff Burr said Parks and Roach were on the floor, their heads close together.

McCullum was on a bed, a pistol in his hand. He was shot once through the roof of the mouth. TTie sheriff said there was no hint as to the motive for the shootings, and he did not rule out the possibility it was a double murder and a suicide.
