Poorbaugh, who turned 54 on Sunday, has served with the department for nearly 29 years. He is currently assigned as a detective In the robberyhomicide detail. His work in law enforcement and the community has earned him several honors, including the Outstanding Citizen Award in 1974 from the County Council of Community Services.

Poorbaugh said one of his major accomplishments has been the design, draft, application and receipt of a Federal grant for drug abuse education. He has also been active in community and law enforcement organiza- tirre Research Association of California. He is also a member of the Southern California Association of Police Community Relations Officers, the San Bernardino Police Benefit Association, Elk's Lodge No. 836 and Masonic Lodge No. 178.

Poorbaugh, son of Vernelle Poorbaugh of Lompoc, is a native of Mount Pleasant, Pa. He graduated from Victor Valley High School in 1946, earned his associate degree from San Bernardino Valley College and attended San Diego State as well as UCLA extension classes. He served in the U.S. Army from 194648. Poorbaugh holds a California lifetime vocational teaching credential in police sciencepublic service supervision and has earned basic, intermediate and advanced certificates from the Commission 9 is aware of, there is no way we could fund such a project.

At that point, the school staff went to outside sources looking for monies to aid in our cause. One group which we contacted was the Retiree Club of Retail Clerks Union 1167. This group donates their bingo profits to various charity organizations and were very kind to donate a generous amount to our child welfare fund which is allowing us to set up our much needed activity room. I Just want to let the community know that there are people who care and are willing to invest their money into projects for today's youth that will hopefully make them better individuals. I work with severely emotionally disturbed high school students who are in a special school sotting in the San Bernardino City Unified School District. These kids range from being very withdrawn and into their own little worlds to being very aggressive and lashing out at anything and everything that comes their way.

Their thinking is usually negatively oriented and few of them know what it feels like to be genuinely happy. The school is trying to promote a positive influence for these students by providing them with opportunities and activities in which both success and happiness can be achieved. In order to aid in the achievement of this goal, the idea of an "activity room" which would include games, crafts, and recreational equipment was brought up. Because of lack of funds in the schools, Poorbaueh is currently secretary of Ben Poorbaugh the board of directors for the Westside Community Development a non-profit, community-based organization for employment of hardcore unemployed. He was president of the San Bernardino County Peace Officer's Association in 1981-82; served four years as secretary-treasurer of the National Association of Police Community Relations Officers; past president and board member for six years of the San Bernardino Fire Police Protective League.

Poorbaugh was also a member of the board for 10 years, served as vice president for four years and secretary of the board for six years of the Peace Officer's on Peace Officers Standards and Training (POST). He has also earned a community relations leadership certificate from POST and five certificates from community relations training institutes. He was a truck driver for eight years before Joining the police department in April, 1954. Poorbaugh and his wife, Etta, are the parents of Kim, 24, a clerk; Kris, 14, a student; and grandparents of Crystal, 3. His brother Paul lives in Lompoc and his sister, Sara Jane, lives in El Centro.

Poorbaugh is a member of Golden Valley Church of Christ. He enjoys golf, camping and fishing.
