Speaker Justice told the reason why the Republicans had some together and recounted the presence in Raleigh of Mr. Rollins and other Republican bosses, and immediately after a banquet the Republicans united to vote as the trusts desired them to vote. So intent were they to do everything the trusts desired that they voted against the Justice amendment though every Democrat in the House, with one exception voted for it.

There should be no criticism up on Republicans for voting solidly to protect the trusts. It is a party luestion, for trusts owe their abil ity to rob the people mainly to the Republican party. That no child under twelva years of age shall be or work in any factory or manufacturing establishment in this stale: Provided, that after 1907 no child under thirteen years of age shali be employed or work in any factory except in apprenticeship capacity, and only then after having attended school four months in the preceding twelve months. Section 2. That not exceeding sixty hours shall constitute a week's work in all factories and manufacturing establishments in this stale, and no person under eighteen years of age shall hs required to work in such factories or establishments a longer period than sixty-six hours in one week: Provided, that this section shall not apply to engineers, liremen, machinists, superintendents, overseers, section ti'-) yard hands, office men, watchmen, or repairers of breakdowns. Section 3. All parents or persons standing in relation to parents, upon hiring their children to any factory or manufacturing establishment shall furnish such establishment with a written statement of the age of such child or children being so hired, and certificate of attendance, and any parent or person standing the relation of parent to such child orchildren, who shall in such written statement, misstate the sge of such child or children being so employed, or their school attendance, -hall be guilty of a mvsdenicanor and upon conviction shall be punished at the discretion of the court.

Any millowner, superintendent, or manufacturing establishment, who shall knowingly or willfully violate the provisions of this act shall be Suilty of a misdemeanor and upon conviction shall be punished at the discretion of the court. Section 4. After 1907, no boy or girl under fourteen years old shall work in a factory between the hours of 8 p. m. and 5 a.

Slowly but surely the popular way is becoming popular. The salaries of all the State officers have been increased except that of the Commissioner of Labcr and Printing, who, by the way, happens to be an editor. Perhaps the legislature thought an editor had no business with more than $1,500.

A bill was introduced into the Texas State Senate providing a penalty of five years' imprisonment for any Congressman or Senator who while serving in either branch of the national Congress shall accept private, legal or business employment of any kind. Under the McLean anti-trust substitute, if the tobacco trusts destroy a competitor the only penalty on that trust is a fine of $1,000. An anti-trust law that docs not make such a crime a felony is worth very little- News and Observer. The tax levy for building the new court house is to be levied this coming June and annually thereafter until the necessary amount is raised. The tax is not to exceed 20 cents on the hundred dollars 'and 60 cents on the poll each year until the full amount of $30,000 13 raised.

Buncombe county grand jury has indicted the Southern Railroad Company lor running freight trains Sunday. The law permits the hauling of perishable goods on Sunday, but it is claimed the railroad has violated the law in haulm-' ether tilings than iwrisl-i able goods. The new road law by the recent session of the General Assembly goes into effect on April 1st, 1907. The new law puts the roads under the management of the Cojnty Commissioners and the magistrates will not have any further jurisdiction over the roads after April the 1st. Stock law for No.

12 and No. 8 (pwnships goes into effect on October 1st, 1907. Announcement is made that Mr. M. L.

Shipman will remain with the State department of Labor and Printing at least for sometime yet instead of taking a position of private secretary to Congressman Crawford of the Tenth District. And Congressman Crawford has named as acting secretary, Mr. Koswell Flack of Rutherford county. He is a Wake Forest man. In remaining as assistant commissioner of labor aud printing many believe here that Mr.

Shipman will stand for the nomination as commissioner to succeed Mr. Yar- ner who it is not thought "will seek the nomination for a third torm. Mrs. W. B.
