A free feast of African oysters was offered to the men and boys on one of the Liverpool docks recently. Could anything be n. ire statesmanlike, more high minded, and yet Mr. Tarte is held up to obloquy for doing his plain duty! When the Conservatives held the treasury benches did they scent offenders of this kind? No, they winked at wrongdoing and it Is freely alleged participated in the profits.

With the libel suit instituted by Mr. Tarte against Mr. Orenier of La Libre Parole we have nothing to do as the case is sub Judice. We do know, however, that Mr. Tarte has had the courage, to institute proceedings against his assailant, which is not a thing for men who are In the wrong to do.

When the action is ended It will doubtless be found that Mr. Tarte knows what he is about. He states that Mr. Grenier wanted him to back his newspaper and that he declined, hence the attack made him. It is a tribute to Mr.

Tarte's ability that he i being made the target for Tory abuse. It pleases them and does him no injury. THE SILVER DOLLAR. In Mexico they have silver money and the argument Is that it injures rather than helps the workingman. In order to get at the true state of affairs the Chicago Trades and Labor Council has sent two delegates to that country to Investigate the whole question, and report to them in good time before the election.

Meanwhile, some evidence on the relative conditions in both countries has been accumulated by the Mayor of El Paso, Texas, who has drawn up a comparative statement of the prices of 32 articles in that city and the city of Juarez, Just across the river, In Mexico. The prices in El Pa so are stated in United States money, and those in Juarez in Mexican silver. Of course, in the interior they would be much higher. I also And and do certify that Mexican labor in the larger cities is paid 75 cents and $1.50 per day in Mexican silver.

The highest price for the very best and most skilled labor is J2 per day In the same kind of money. In the interior of Mexico, in the country and smaller cities, the wages paid are from 20 to 30 per cent, lower than that given above. The contention of the gold standard men is that there is no reason for this vast difference in prices except that the Mexican dollar, being coined without limit on private account, is worth no more than the silver it contains, while the United States silver dollar, being coined only on Government account and maintained at par with gold by the credit of the Government, is worth about twice as much ill buy about twice as much as the Mexican dollar. It Is therefore argued that if the United States silver dollar were coined as freely as that of Mexico, it would fall, like the Mexican dollar, to the value of the metal it contains, and buy no more goods than the Mexican dollar buys. These are strong contentions.

It is possible, nowevr, that the delegates who have gone to Mexico to investigate the matter may find some new information as to the new conditions of labor, and the remuneration obtainable under a single silver standard. Their report will be eagerly awaited. The Canada Presbyterian says: The Chinese immigration question is clearly one on both sides of which a good deal can be said. It seems to be assumed by Eastern people that the people of British Columbia are a unit against the admission of Chinamen. Some years ago, when oft the Pacific coast, we came to a different conclusion.
