teen-ager 11 years ago in a scheme to steal the youth's car and sell it at the Mexican border The court's action reverses a 5-4 decision two years ago when the judges found there was insufficient evidence for jurors in the original trial to find that Juan Soria would pose a future threat to society Soria was 19 when Allen Bolden was abducted at gunpoint and stabbed in the head and neck in June 1985 But in yesterday's 6-3 decision the judges gave weight to evidence submitted during the trial that Soria planned the crime weeks in advance and enlisted an accomplice to help him carry it out The pair participated in a robbery shortly after killing the 17-year-old Bolden and leaving his body in a remote section of north Fort "Two years ago I was absolutely shocked by what the court did" said Bolden who owns an aviation company and serves on the board of the National Center for Missing and Exploited Children "1 felt like the jury worked long and hard to do what they did only to have the appeals court come in and assert themselves as the 13th jury member nine years after the fact" Allen Bolden a nationally ranked swimmer who had just graduated from Lamar A The pair later picked up two County more than 7750 youths were put under the jurisdiction of the state's juvenile probation department but most continued to receive their education through public school systems It is a modern spin on an age-old relationship: discipline vs education Yet old as the relationship is it is not fully understood even by the professionals who work within it experts say Nor does the system always function in the best interests of those it is meant to serve I i 17- 1 o' The Legislature mandated a new partnership last year between public education and the juvenile system with the goal of improving the degree and quality of collaboration between the two "This conference is to talk about what the new law says you have to do what leeway the communities have and there is a great deal of leeway in the law to discuss how things have been arranged in Tarrant County and to look at what is best going to serve the kids" Harris said "Is what we have on line really going to meet their needs?" in 1983 because of vagueness especially in its definition of the terms "annoy" and "alarm" Lawmakers attempted to tighten the statute's language in 1993 But the Texas Court of Criminal Appeals said yesterday that the current law is in some ways broader than the previous statute The law states that a person has committed stalking if he or she "on one or more occasion engages in conduct directed specifically toward the other person including following that person that is reasonably likely to harass annoy alarm abuse torment or embarrass that person" Yesterday's decision said "The words 'annoy' and 'alarm' remain in the statute from 1983 although they are now joined by the words harass abuse torment and embarrass" Even with the additional terms the court ruled that legislators had done nothing to limit the vagueness and perhaps had even compounded the "uncertainties of meaning" The appellate case involved Raymond Edward Long of Austin who was sentenced to 180 days in jail and ordered to pay the legal costs of the woman he was found to have stalked Because of the appeals court's ruling the case was dismissed The appeals court said the First Amendment rights of Texans could be taken away by the stalking law in certain instances "For example a political protester who crosses the line and makes a threat might find himself forever barred from engaging in peaceful legitimate expression for fear of subjecting himself to punishment for stalking" the court said "The Legislature may legitimately punish the threat but it should not be permitted to hold someone's
