WEST VIRGINIA THRUSDAY MORNING, MAY 29. 1969 WANT ADS PHONE 292-3381 Harlow Shuns Crystal Ball Glimpse Personality Key To New Regents By MICKEY FURFARI Dominion-News Managing Editor Dr James Harlow declined yesterday to predict what can be anticipated when the newly created Board of Regents put the West Virginia University Board of Governors out of existence on July 1 "So much must be based on the personalities of the men making up the board," said the WVU president at a press conference the administration building "I would think that they would proceed with some caution," he photo by Shelby WVU'S PRESIDENT HARLOW MEETS THE PRESS WVU Aide Supports Sarver In Tiff With Frank King information, and we haven't got any at this time The equipment was dug up from an underground silo which had not been used for its original purpose for several years An announcement by Moore's office said it was indicated by grass grown over the silo that the equipment had been buried three or four years Sarver had said earlier that a prisoner told him of the burial, but when he reported the matter to superiors nothing was done Contacted again in Arkansas Wednesday where he is director of that state's Department of Correction, Sarver said his files contain a copy of a letter he sent to Smith about his suspicion Sarver said the matter also was discussed at a meeting Smith ordered between him and former Public Institution Commissioner Clarence Johnson, who fired Sarver last June The meeting was called to discuss differences between Johnson and Sarver, with two professors and a special assistant to Smith as arbitrators Concerning the meeting Professor Mink said that "I distinctly remember' the discussion involving burial of surplus equipment at Huttonsville He added that "Ed Smith, the other professor Darrell McGraw, Smith's former assistant and I were all sitting at Osage Gets New Order On Dump The Monongalia County Health department disclosed yesterday that it will issue a cease and desist order against the municipality of Osage to halt further dumping cf garbage under the existing system Dr I A Wiles county health director, said that Osage officials because of the limited size of the community, had felt that they could dump garbage and cover it to form an earth fill The county health director said that an inspection just made reveals that this is not a satisfactory practice and that the land fill operation is not being maintained in a manner that meets the department's standards For that reason, Dr Wiles said, the department plans to issue the order to Osage Mayor Julius Denjen within the next 24 hours The health department also announced that Paul Gaston of Elkins has been interviewed by Dr Wiles as a sanitarian James Wiles is leaving for military service in the near future The new sanitarian will join the department on June 15 Mr Denjen was at work on the afternoon shift at the Osage mine and was not available for comment on the proposed action by the department Local Priest To Celebrate The Rev Fr George Kuhn, a native of Morgantown will observe the 40th anniversary of his ordination to the priesthood here tomorrow He will celebrate mass at St Theresa Catholic Church at 10 a then attend a reception in his honor in the lounge of Newman Hall All members of the St Theresa parish are invited to the reception Father Kuhn was the first man from the local parish to become a priest, according to the Rev Fr Columbo Bandiera pastor of St Theresa Sanitation Techniques Outlined The importance ot proper location and construction of private sanitation systems was outlined at a meeting at the Monongalia County Health department office with some 25 contractors and other interested persons in attendance Boyd Patton Keith Shumde and John Gorman represented the West Virginia office of the Soil Conservation Service, Department of Agriculture at the meeting along with Rufus Reed county representative of the Conservation Service Attorneys Robert W. Dinsmore and Kenneth Kincaid were present at the meeting James Woodford a county sanitarian said the soil conservation representatives provided valuable information on the various types of soil in the area and the effect of sub-surface conditions on the operation of septic tanks Mr Woodford said the contractors present showed an interest in the construction of private sanitation systems and the county was pleased to have an opportunity to develop a closer relationship with the builders in the interest of an improved environment Those present were told by the Health Department representatives of the proper procedures to be followed in the construction and maintenance of septic tanks and related facilities Mr Woodford said that even before a house is built the prospective owner should contact the department and obtain the assistance of a consultant who would make a survey of the proposed site One area in a building site may be much better suited to septic tank and drainage field than another but if no prior survey is made and a house is built it then is too late to choose the proper location for the sanitation system Mr Woodford explained For that reason evaluation of the site by the Health Department is very important he said adding that this service is made without charge by the department The department conducts a percolation test to determine the absorbability of the soil in different areas of the site and from that test comes a recommendation by the department on the best location for the sanitation system The next step is to determine the size of the system Mr Woodford said that a three bedroom house requires a 900 gallon septic tank and related facilities in proportion If the proper standards are followed, the final inspection can be expected to meet the department requirements and at that point both the owner and the contractor are given copies of the Health Department's certification Mr Woodford said the department retains a copy in its files for future reference It was pointed out that the proper type of private sanitation system is very important when it comes to financing a property inasmuch as government financing agencies require that certain specifications are met The county sanitarian said that good land for home building is rapidlv being utilized leaving man undesirable locations that are being purchased by prospective home builders Mr Woodford said that steep sites those on stonv ledges and where there is an excess of rock and shale are not suited for home construction 'regardless of how beautiful the view may be He said that in some such areas it is well nigh impossible to construct an acceptable private sanitation system added The Board of Regents, whose members will be appointed by Gov Arch A Moore Jr is to serve as the governing bodv for all of the state's higher institutions of learning Heretofore WVU had been under the control of its own board I don see how ou can talk about it without knowing the people and their backgrounds Dr Harlow said But I really don fear the operation I see nothing anger-provoking The Board of Regents will assume all obligations, property and regulations previously held bv the Board of Governors Each university and college however will have an advisory committee to meet with the Regents Asked about the possibility of the chancellor being chosen from WVU the campus chief said he had no information whatsoever in the matter His name has been mentioned in speculation along with Harry Heflin WVU vice president Dean Paul Selby of the College of Law, and e-WVU President Paul Miller Present fees paid by students into the Capital Improvements Fund will not go into a state general fund until all bonds have been retired, Dr Harlow noted Building already committed likewise will be undisturbed he indicated including the new Law Center for which bids probably will be asked next fall Dr Harlow said the Law Center may be constructed on the golf course ridge of the Morgantown Country Club property to be taken over by the University next Oct 1 Ground there also is being earmarked for a Combined Computer Center-Library, No 1 on the WVU building priority list at this time There is no systematic plan for development of the Country Club property the president pointed out but its use as a golf course or faculty and student clubhouse could not justify funding Dr Harlow said tighter restrictions on the use of Mountainlair student activities center, are planned when classes resume He referred to the facility as 'a special purpose building' designed primarily for use by the staff faculty and students and not as a Morgantown community center Taking note of recent criticism of the School of Mines Dr Harlow said a faculty committee would review the program and revaluate its role before a change in deans Dr Charles Holland will retire next year when reaching the age of 65 There has been a great deal of confusion about its role the president observed but an accreditation visit last spring gave the School of Mines a good report In reply to a question he said possible transfer of the School of Mines to the College of Engineering seemed an attractive motion to me Dr Harlow said recent lifting of restrictions on women's hours had resulted in very little response in opposition The decision to allow coeds to remain out all night was reached after consultation with all components of the student body, he explained On other matters he said A review of the Student Bill of Rights is being made bv a facultv committee especially
