feet through the sweeping turns The corners at the Speedway are banked 9 degrees 12 minutes The 1-mile Phoenix International Raceway varies from 56 feet at its narrowest' point down the front straight to 71" feet Turns one and two at Phoenix are banked at 1 1 degrees and turas three and four are banked at 9 de- grees "Forty-five feet will be a little narrower than we're used to" said Bobby Rahal a three-time IndyCar series champion winner of the 1986 Indy 500 and a team-owner "Could you pass somebody in 45 feet? You'd just have to try I guess "As for the barriers I don't know how they would anchor them all and keep them from moving if somebody hit it But it works in a street race so there's no reason they shouldn't be able to work anywhere else It's an idea We certainly would not want to run on 24- degree banking" Gossage said he has outlined the concept for Andrew Craig president and chief executive officer the Championship Auto Racing Teams and its IndyCar series "He wants to see the project and where it's at" said Gossage who also presented the idea to In- dianapolis Motor Speedway president Tony George founder of the fledgling Indy Racing League last week Texas Motor Speedway's man- agement has not committed to either IndyCar or the IRL "We certainly want to work with the people in Texas and others who are building new tracks to get our product in the marketplace" said Keith Ward chief steward of the IRL and the Indy 500 "A facility like that fits our oval only pro- gram The high-banking presents a problem with the speeds we run but if they can adapt it to our cars that'll be great" Aware that the Fort Worth- Dallas market consistently tops network TV ratings for IndyCar ries races Gossage said the run- fling ofopen-wheelers at Texas Motor Speedway is a "done deal" "What kind of Indy-car race is yet to be seen" Gossage said The same might be said for the racetrack with the schizo personal ity "I hope this track has its own character I hope it has its own soul I really do" Gossage said "I hope it becomes a living breathing thing" "But the truth is I got wind that Johnny was disappointed we were doing a track that wouldn't work for Indy-cars An Indy-car on a 24- degree banked turn on a mile and a-half track will run about 235 or 240 mph And that's not racing That's just holding on and hoping something doesn't break hoping that you don't make a mistake We're dealing with a life-anddeath situation Speed doesn't necessarily make a good race To race each other wheel-to-wheel is in our book the answer to putting on a better show" Gossage said Rutherford's initial disappointment "weighed on my mind" so much so that he met with Smith on the subject During a brainstorming session in July the idea for dual-banking emerged As speedway construction continues it will incorporate three transitions in the turns from 24 degrees down to 8 degrees down to I degree at the apron at the bottom ofthe tarmac "From the top of the outside wall it will be 50 feet down to the break where it goes to 8 degrees" Gossage said "The straightaways 5 degrees will 2000-pound three-foot high rectangular concrete blocks typically used to outline temporary street courses like the Long Beach Grand Prix and the Grand Prix of Dallas "So it's not an entirely new concept" said Wes Harris vice president of development at Charlotte Motor Speedway "I guess the issue is how much of a barrier is needed That has not been defined yet" Smith chose to define the barrier wall as "interlocking" rather than "temporary" "It'll be a very substantial wall We will build these to accommodate what we want" said Smith who added that the huge blocks would not damage the track surface "unless you dropped one" Rutherford said the concept is as solid as those concrete barriers "I would rather see 50 or 60 or 75 feet of racing surface" Rutherford said "but then you're From Page 1 "This will be the only speedway in the world that will have this dual-banking feature" said Eddie Gossage vice president and general manager of Texas Motor Speedway "To me the allure of Texas is it gives you the best of both worlds" To accommodate stock cars the track will feature 24-degree banked turns That is consistent with the banking at Smith's acclaimed Charlotte Motor Speedway in Concord NC and Atlanta Motor Speedway in Hampton Ga That banking produces Cup qualifying speeds in excess of I 85 mph and does not require use ofa carburetor restrictor plate to keep speeds down But turns banked at 24 degrees qualify as the "ragged edge" for Indy-cars For example with its lighter weight (1550 pounds) and track-hugging "ground-effects" aerodynamics an Indy-car can produce qualifying speeds in excess of235 mph through the I 8- degree banked turns of the two-mile Michigan International Speedway More banking equals more speed So for the sake of safety and a better show Indy-cars will compete at Texas Motor Speedway on turns banked at 8 degrees The Indy-car portion of the speedway will be separated from the high-banked stock car portion by a portable barrier "I don't know why people haven't done this before Seems logical to me" said Gossage whose extensive stock-car background belies the fact he was public relations representative for Danny Sullivan when he "spun-and-won" the Indy 500 in 1985 "Eddie has a soft spot in his head for Indy-car racing" said Rutherford who began pleading for the open-wheelers here shortly after Smith decided upon building at Alliance Airport in far north Fort Worth "A track that accommodates stock cars only gives you a couple of race-date opportunities a year maybe three given the position of the sanctioning body You've got to have Indy-cars" That has not been a consideration for Smith in Charlotte home to most Winston Cup teams There is no Indy-car history in the Carolinas "I don't think Indy-cars would work there no matter what in the world you ever did" said Gossage the former vice president for public relations at Charlotte Motor Speedway and a new Texan "This state has such a heritage with Indycar racing particularly with AJ Foyt and Johnny Rutherford that it makes sense" Foyt of Houston owns the all-time record of 67 Indy-car victories He was the first four-time winnerof the Indy 500 Rutherford scored 27 Indy-car victories during his career But even without the public promise of a race date from NASCAR president Bill France Jr Texas Motor Speedway's raison d'etre is to play host to major-league stock-car racing "Good old Southern-fried stock-car auto racing is done on high-banked ovals" Gossage said "There's something magical about a high-banked oval where a car is kind of up on
