"Occasionally Canadians flatter themselves that their politics are cleaner, that justice is better administered, that there is a higher code of ethics in business and in public life than in the United States. Canada must give more heed to the development of public spirit, culture, patriotism and appreciation of those things which are higher than material wealth, if it is to be the intellectual and moral giant of the continent. to $35. its MONDAY NOVKMUER 81, 1910 A PLEA FOR STYLE. IN the admirable address which he gave to the students of Aberdeen the other day Mr. Asquith displayed a rare courage, says "An Englishman" in the Daily Mail. He was bold enough to read the losing game of Style.

He demanded that the written and spoken word should be marked by "precision, aptitude, in other words, that the orator and man of letters should never forget the imperious claim of artistry. As Mr. Asquith confessed, this sounds like a platitude. It is a plalitude, which of late has been obscured by a paradox. We have been told gravely that literary style is not merely an excrescence upon the fair face of thought, but a clear proof of wickedness.

Form and matter have been pictured as violent enemies, between whom no reconcilement is possible, and the same sort of suspicion has fallen upon those who have striven after beauty of style as they incur who in the very presence of the Puritan dare to embellish their fading charms with the artifice of rouge pot and powder puff. That the perfection ii form should be thought blameworthy in any art is due to an absurd confusion of ideas, and is sternly confined to the art of literature. Nobody would blame a sculptot. a painter, or a musician because he strove to make his wok beautiful and harmonious. 1 he man of letters has not ine same freedom.

C. J. W. FOSTER; HASTINGS STREET 333 333 Social and Personal MUSIC AND DRAMA MINISTER FOR THE EMPIRE. A NNOUNCEMENT is made in London newspapers that his Majesty's Government, having regard to the wishes of the self governing Dominions, is about to make a radical change in Colonial Office.

A new Secretary of State will shortlv be appointed and a new Department created, whose offic it will be to look after the business of the self governing Dominions alone. Another Colonial Secre.ary and the present organization will concern themselves solely with the Crown Colonies. No announcement will he made officially for some little time. But the work of the Colonial Office has so increased since Mr. Chamberlain's tenure of the post that the change is necessary.

This new arrangement arises naturally out of the work of the Imperial Conferences. After the last meeting a permanent secretariat under the Colonal Office was appointed with the duty of obtaining information for the use of the Conferences, of attending to its resolutions and of conducting correspondence on matters relating to its affairs. It was also agreed at that time that, on important and urgent matters, arising between the periods of Conferences, subsidiary Conferences should be held between representatives of the Colonies and the Mother Country specially chosen for the purpose. The existing organization of the Colonial Office has not proved satisfactory to the Dominions, especially to Australia hence the decision of his Majesty'. Government to create a new Department altogether.

Such a feat forms a world record for speed. Had it occurred in, say, New York, the world would have rung with the fame of the speedy American. Britain is not so slow as some people think when she takes a notion to do things quickly. TRANSFER TO ESQUIMALT. EARLY seventy years ago, says the Toronto Clobe, the Hudson Bay Company, foreseeing the probability that it would have to move its headquarters from Fort Vancouver on the Columbia River to some point farther up the Pacific coast, selected the site of Fort Victoria as the best spot from which to control the Pacific fur trade.

James Douglas, who had been for some years the officer next in authority to the Governor at Fort Vancouver, was sent to establish the new post on a site chosen by himself. All subsequent experience has approved his choice of the spot on which the beautiful capital of British Columbia now stands. Douglas became a few years later Governor of Vancouver Island and afterwards of British Columbia, and for his eminent services to the British Crown he received the honor of Knighthood. From an early period in ih: British occupation of Vancouver Ishnd British officers discerned the suitability of Esquimalt harbor as a naval station. Warships were needed to overawe the Indian tribes, and to restrain in 1857 the insolent behavior of the California gold seekers who swarmed into the Cariboo district up the Fraser River.

Esquimalt was thus kept in continuous use down to the time when for entirely new reasons it became expedient to have Great Britain represented on the Pacific Ocean by vessels of modern types, and to have the harbor equipped with a dockyard. In pursuance of the naval policy contemplated for Canada ever since Confederation the British Admiralty signified its willingness to hand over to the Dominion the harbors of Halifax and Esquimalt. Of the former possession was taken some time ago and it is now the headquarters of the protected cruiser Niobe; Esquimalt was formally transferred the other day, almost coincidentally with the arrival of the cruiser Rainbow, which will be stationed there indefinitely. In accordance with the characteristic lack of mercurialism of both the British and the Canadian people there was an entire absence of fuss on the occasion of the formal transfer; the plain Union Jack was hauled down and the Canadian flag was run up in its place. The only striking peculiarity of the occasion was the presence of the Rainbow and her officers.
