Tuesday, June 19, 1894. DAILY WORLD, VANCOUVER, 15. CANADA. 3 THE $00,009 LOAN. We "Meat" Everybody NATIONALIST'S FLATFQRM.

The following Is the platform upon which the Opposition candidates In this city are appealing to the electorate for their votes: 1. We demand for the producers and wage earners the lull uroduct cf their SARSAPARIUA" MIL CURE YflU A that the Health committee shcld look into. The by law to amend the Fire Limit by law so as to allow the Texas take Ice Co. to put up a frame ice horse on Hastings street was sea t'mes and passed. As M.

It. McDonald, fireman, has been in the city's employ for a ye ir, it was decided to Increase his pay a month. It was decided to petition tie loomln Ion and Provincial Governments id pro vide funds for the erection of a home for Mrs. Hansel at Daivey Island. On suggestion of Aid Be'luine it was decided to hold a puplio mee'iins on Thursday evening to discuss the JM.OiiO Loan by law and the (Street Hallway Purchase by law.

The council then adjourn d. What the By Law to Realize on Hack Taxes Really Thfre is so great an amount of misinformation in circulation reganl the lean by law that a World reporter evening asked Alii. Salsbury, chairman of the Finance Committee, for an explanation of it. His reply was as follows: The by law has been very appropriately dubbed by some cit'zens as the culluteral by law, for that is really its nalu e. Its sole object is to realize upon our assets of uniaid taxes for the year ISM, of which we could not enforce the collection until August, 1st) that is to say.

by Bellini? the properties delinquent for their tuxes. The council proposes selling all lands upon which taxes are unpaid up to and including Vutt, amounting to about $25,000 in round numbers. All that amount of money, however, is exhausted in the appropriations, and unless the by law is passed by the citizens there can be no money provided for city improvements. Already of the $60,000 have been anticipated In the estimates for the year as being an amount likely to be pad in the ordinary course of This will leave $48, 000 to the good, out of which it is proposed to provide the Board of Works w.th money for street and sewer purposes, which means work for the unemployed. An appropriation will also be required from this fund for the purchase of the lots opposite the hospital.

Should the whole amount not be required the bonds will not be negotiated beyond the sum actually needed. The loan is intended to be for three years, payable in three annual instalments. All taxes for the yemr 1M paid to the treasurer will be placed by at the credit of a special fund, and as it accumulates he is empowered ly the by law to retire the bonds to an equal amount. After August, 1893, the city will be in a position to sell the lands, If thought proper, to retire the balance of the loan, so that it will not affect the revenues of future years, and in three years' time the loan must be retired and be made to disappear entirely. THE CITY COr.VJ'L I'ecides to Call a Public Meeting to Discuss Two Important Mo Iters.

The council met on Monday ening w.th all the members present. Communications were read as follows: From F. Sehtdleild, asking for loan of ballot boxes for the use of the Richmond municipality; the Bicycle club, asking that Thursday, July 191 be declared a public holiday; front Geo. Bartley, secretary of the Dominion Day celebration committee, asking for a further grant of from W. H.

Kendall, re of the rock crusher to A. E. Clarke, claiming that as the sureties of the latter have not yet been approved the contract is not binding; from Mrs. Clarke, asking that action be taken; from James Errlngton, asking to have Lansdowne street, from Westminster avenue to Scotia street, graded; from J. A.

Caldwell, asking for water connection with his booth near Stanley park; from Oity Engineer Tracy, stating that the work at present in sight can be done without the assistance of Mr. Lawson; from D. Hobson, secretary of the New Westminster Eraser River Relief committee, enclosing a resolution declaring that the opinion of the committee the Dominion Government should, with what assistance the Provincial Government can give, undertake the permanent dyking of the Eraser river lands; from C. I). Rand, offering $100 for parts of lots 1, 2, 3, 7, and 8, block 48, sub.

ltil; from Jos. Dnxon, secretary of the I. V. asking that license ratea be lixed as follows: hotels $200, saloons $4m), billiard and pool tables $10; from R. D.

Pitt, offering two lots of 50 feet frontage on Powell street for from E. B. Morgan et petitioning for a public sewer in the lane between Nelson and Comox streets through blocks 8 to 22, sub. div. lsi; from the Doering Marstrand Brewing petitioning the council to extend the bridge near the recent addition to their establishment; from Aid.

Shaw, asking permission to withdraw from the commission on the investigation of the charges preferred by Aid. Franklin against City Engineer Tracy. It was decided to loan the Richmond municipality the ballot boxes asked for. It was resolved to appoint July a holiday as asked by the Bicycle club. Ex Mayor Cope and Secretary Bartley addressed the council in reference to the grant to the Dominion Day celebration committee, After discussion it was decided to grant the Dominion Day celebration committee another $200.

The letter of Dr. Kendall was referred to the city solicitor. The resoJ ution anent the dyking of the Fraser river by the Dominion Government was endorsed and the oity solicitor instructed to prepare a memorial to be passed by the city council. It was decided to Inform J. Dixon, secretary of the I.

V. that nothing could be done in regitd to changing the rates of licenses just at present. In regard to tho sewer asked for by E. B. Morgan, Aid.

McDowell said that it was necessary something be done in that connection at once. The reople's health should be paramount. Aid. Shaw withdrew his resignation as a member of the Franklin vs. Tracy commission, It having been explained that the matter on which he had based his resignation was but a joke.

The reports of the File and Light, Health, Market and Police and Finance committees, as published, were read and adopted without comment except that of the Board of Health. In regard to the decision of the Board of Health not to recommend action in the case of Mrs. Hansel, who asked to be sent to Darcy Island to nurse the lepers, Aid. Salsbury thought that it mlgtit be reconsidered. He thought that the cost might come out of the $1,000 granted by the Dominion Government which remains in Victoria.

He thought that her offer should be accepted as they would probably have to get someone sometime. Aid. McDowell said that as regards the keep of the letters it was a matter In hich Vancouver 'had been grossly Imposed upon in the first place. The city should never have had them to look after. He was afraid that Mrs.

Hansel's going would be paving the way for some other woman to go later on. He thought the city council should not grant anything. Mayor Anderson said that they m.pht petition the Provincial and Dom'nkm Governments to provide the funds. Aid. McDowell said that Mrs.

Hansel and her friends should ask this themselves. Aid. McCraney suggested that the matter be left in the hands of the Mayer. The report was then idopted. Aid.

Salsbury asked if volunteer militiamen were exempt from poll tax. The city solicitor said he would look it nr. Aid, C. L. Brown wanted to l.i;ev if the slip at the foot of Gore avem.e was still in use by the city.

Aid. McCraney, chairman of the Board of Works, could not say whether It was or not. Aid. McDowell said a word ac.amst the enforcement of the Wide Tiro by law, which he held would be imposing an unnecessary hardship on a large number of men. Aid C.

L. Brown said that it wes the Intention to put it in force g. adually. Aid. Bethune wanted to know when Mount Pleasant, now thickly settled, was going to get a proper sewerage system.

Aid. McCraney said that there was no fund available for the purpose hi present. Aid. Franklin thought it was a matter I at our store, and It Is generally an euHre ly satisfactory mcatlng. men We Tender Tender Meat to our cuMoniers, the freshest, 'attest and julciesi t.i be hail.

The Great Northwest Central railway enjoys two distinct boards of directors, one having been elected at Ottawa and the other at Montreal. Each one claims, to be the legal body.

J. A. Codd, who was elected president at the Montreal meeting, says the company has no office at Ottawa, the head office having been removed to Montreal by a resolution passed at the last annual general meeting, and df any shareholders in the company held a meeting there, it was wholly illegal because it was not held at the company's head office, because it had not been advertised in the official Gazette as required by law, and because the directors elected were not qualified. That familiar expression in the fruit trade, a "baked banana," does not refer to a banana that has been baked in a culinary sent. But any wholesale dealer in the fruit will tell you th.it it is a banana that has been too hastily ripened In the garret, the result being that while it is nice to look at, it is squashy Inside. Bananas are picked green in order that they may not decay during the voyage northward, and are ripened in dry upper rooms, in whfica stoves raise the temperature to a more tropical ardor.

St. the New York Sun: "Some people are cultivating, in bottles of water or pots of mud, a plant with a large bright green leaf, and are wondering what It is. They bought it a few weeks ago of street venders, who Uild them it was Egyptian water lily. Then it had a yellow spathe, half surrounded by a livid purple brown leaf.

After a while the flowers disappeared, and the output now lis only leaves. If a country cousin chances to see one of the Egyptian water lil'es he smiles, for he recognizes it as the familiar skunk cabbage of the marshes." It is a common thing to see new arrivals in this part of the country carrying huge bunches of these plants, picked at spots where the train stops. They are common enough in low places all over the city and visitors soon learn the un desirablllty of hugging them to their bosoms.
