The Richmond correspondent of the New York Jlcrald, under date of 5th 'writes I have ascertained to-day that a rigid scrutiny i being instituted to ascertain the extfent of Gerrit Smiths complicity in the Harpers Ferry insurrection, preparatory to this issue of a requisition for his surrender to the judicial authorities of this State, for trial upon a charge of conspiracy. All the testimony bearing upon his connection with this insurrection, as accessory before the fact, is being carefully, compiled, and the probability 13 that the matter will be laid before the Grand Jury of Jefferson County at an early day. Such, at least, is my information. It is intimated, moreover, that the questTon of his surrender, in obedience to the requisition of the Governor of Virginia, will be made tho issue for a continuance of disruption of the Union. To disinterested spectators the campaign that has just ended must have been as acuuaiog as a well acted comedy. Two great parties divide between them the votes of the entire State, and for months tho journals of each have been filled with predictions of tho suc-om of all tho candidates for office. Democratic papers would have it that Hobart never spoko without enlisting the sympachies of all his hearers that very joint discussion lost Randall a 'tll of votes, and of course gained tho same to tho opposite party. Then Republicans cried that this is false that everywhere their candidate was recoivod with enthusiasm, aud eutircly threw Hobart in the shade. 1 It was you lie, and-1 you lie you stolo, and you arc a thief.

Such were the most potent arguments used by two great political parties. Like parcel of angry school boys la a fight, they vainly imagined, because they were sightless, that their blows blinded the lookers on. Francis Jackson Mermm, of Bos. ton, who was reported to have been with Brown in the Harpers Ferry insurrection, and subsequently to have died of his wounds in Philadelphia, is at present in Canada. The Sacramento Standard states that Gov. Weller has decided to appoint a Senator to fill vacancy eaused by the death of Broderick. The Daily Xational a Buell auan organ published Milwaukee has dead. The entire Republican. State ticket is elected in this State.

Another Fiqiit Between The Sioux And have received intelligence of a severe fight which took place between a party of their old enemies, the Sioux, near St. Cloud, tho latter part of last week. It seems that the Sioux had been camping a short distance back of St. Cloud for several days, engaged iu hunting deer. Ilcro they met tho Chippe-was, and of coursa a desperate fight ensued.

II A mao calling himself McDonald was arrested here last night, by officer Allen, to whom he made such admissions as to lead to tho belief that he was ono of Johu Browna who had escaped from tho Armory at Harpers Ferry. lie said be was originally from Boston. the II. Herald. New York, Nov. 12. Tho Courier intimates that Thuilow Weed, of the Albany Journal, is about to commence a libel suit against the Uerald of this city.

Tho alleged libel is the articles which have recently appeared in that Journal charging Weed, with complicity iu tho African slave trado. He had been ill for two or three weeks, and died in tho full possession of all his faculties, and at peace with all the world. Arrangements have been made to take down the Brick walls of the church recently burned at Elkhorn, and immediately put up a framed edifice on tho same foundation. New York, Nov. 12. Gerritt Smith shows continued signs of insanity. No one is allowed to see him; but -it is understood he refers in his raving to the Harpers Ferry matter, and supposes himself under arrest. New ersey Election- Complete returns from New Jersey show a mrjority of 2,126 for Olden, opposition candidate for Govenor, o-er right, Democrat. Ir tha Senate, the Democrats will have five majority, and in the Assembly the opposition will have four do. No U.

S. Senator is to be chosen there until 18G2, Washington, Nov. 12. The President has decided to post pouc all action on file bids for carrying the mails from Portland to New Orleans until Congress shall indicate its courso with regard to appropriations fot the Department. The representatives of thu various railroad jintcrests who had offered proposals, now here, were not a little disappointed at the announcement.

New Orleans, Oct. 3 9. P. M. Seven squares from Washington to Ninth street, Fourth District, were burned this evening thickly built with small buildings.

Another square on fire; firemen ere powerless for want of Gov. Banks is re-elected in Massachusetts by a majority of nearly 10000 over all, and 23,000 plurality over Butler, (Dem.) The Legislature is Republican by about four to one. Kansas Politics. Parrot's majority for delegate from Kansas will probably reach 3,000. The Republicans have a majority in both branches of the Legislature.
