17 THE SUN AND NEW YORK HERALD, THURSDAY, APRILS 29, 1920. GRIP ON INDUSTRY DRGEDBYMRUCH 'Advocates Federal Herniation ns Menus of Hcdudlig Cost of Living. CITES SHOES AS EXAMPLE Tolls Senate Committee I'lnn of War Hoard Meets Approval of Manufacturers. Blitclal to Tiik Sum and Nsw York IUiulp, Washington, April 28. A proposal for clone Oovornmcnt control and resu-j lation of Industry to standardise production, cllmlnnte -waste, stimulate cf-l ficlcncy and reduco costs was laid to-I day before the Senate committee (rating high costs of shoes In a memo- ramlum nccompanylnc a letter from Bernard Ilaruch, formerly head of the War Industries Board.

It Is substantially a proposal to continue In peace times the closo control which, Mr. B.irucli asserts, resulted In keeping; prices of nccossarlca down during th i war. Mr. llaruch was asked by Senator JIcN'nry chairman of the shoo Inquiry committee, for Information about tho plans devised by the War Industries ifcmrd for tho control of shoo making and soiling'. Ho submitted a detailed statement explaining the pinna that had been adopted and would have been carried Into full effect If tho war had not ended so noon.

All colors In leather wero to bo cut out except white, black and tan. One tanner reduced his lino of colors from eighty-one to one. The 650 styles of shoes that were being nude were to bo reduced to 150. Trac-tlcAlly all shoes wero to be divided Into clasees II ntid C. Class A to retail nt J9 to 12 for high and $11 for low shoes, claw at IS to $8.50 and class at 1 3 to $5, Retail dealers were pledged to sell only standardized goods and to sell no shoes above tho flxed prices.

Shoes wero to be marked to show tho to which they belonged, and copies ef the regulations and the retailer's pledge wero to be posted In all shoe stores. Manufacturers all accepted th terms, because they were Insured for fuel and transportation: and they aprord to furnish no shoes to retailers who would not give the desired pledge. ie memorandum says: I have no doubt the cost of manufacturing, handling and sale of shoes could be very substantially reduced If the manufacturers, wholesalers and re-tfller3 would pursue substntlally the courso which was being pursued In 1918, and standardizo and limit the shape, style and celors." The wartime regulations required that qj.illtli'H it shoes must not deteriorate, Wiierens the Senate committee has had much testimony of greatly lowered q'Mhty since regulation ceased. In his letter to Senator McNnry, Mr. 103C.
