1 Fort Worth STAR-TELEGRAM Monday Morning, March 6, 1972 IT'S ONLY MONEY Damper Needed Now to Cool 'Hot Issues' which is to say it is traded in, the open market. And since the buying interest was greater than the amount offered, the chances are strong that it will trade above the original offering price. "THIS BRINGS quick profits to those traders fortunate enough to have been able to buy at the offering price. And in the rush for! shares, the price often moves up so rapidly as to be unrealistic. Soon- er or later, they simmer down to a more reasonable level and those who bought during the upward rush are subjected to more or less heavy losses.

It has now been proposed that this speculative fever in "hot issues" can be curbed. The proposal has been made to the Securities and Exchange Commission that a new rule require that there can be no trading in a new issue until a "cooling off peri- GOP Governor Candidate Airs Party's Internal Strife AUSTIN (AP) David Reagan, one of six Republican candiates for governor, said Sunday he felt the first objective of most of those in the race is to keep the nomination from going to Sen. Henry Grover of Houston. Reagan called the acknowleged front runner in the party's gubernatorial campaign "an obstructionist" and "a professional aginner," on the weekly television-radio panel Capital Eye. "Many people feel that if Sen.

Grover were to receive od" has passed say a week or 10 days. The suggestion is worthy of serious consideration. If traders didn't face the prospect of being able to buy at one price, during the forenoon and sell for a profit in the afternoon, they, would be less eager to climb aboard the hot issues. And if others who now come into the market for the hot issues after they go out of syndicate had several days in which to consider the merits of the stock, they would be less eager to bid it up. THE RESULT would be a much more orderly marketing of new issues and a much lessened degree of speculation.

As the general market continues to advance, the new issue market tends to heat up substantially. During 1969 and 1970, when market prices, in general were soft, the number of new issue offerings declined and the response even to the few offerings was less hectic. Now that stocks in general are rising and more and more people are in the market, the heating up is appearing again. And now is the time for the SEC to act to put some sort of damper on it. He said the Army's own internal audits show it plans to spend $162 million in fiscal 1972 to replace equipment that could be overhauled and repaired for $62 million.

Aspin said that last year the Army purchased 412 armored cars rather than repair an equal number of identical models and this cost an extra $7 million. He added that the Army justified this on the grounds that there were funds in the budget for purchase but not for repair, and he commented: "This blatantly phony excuse is an insult to the Congress and degrades the military."
