Louis V Gerstner Jr created atop-level position for corporate strategy yesterday and gave it to the executive who leads the company's consulting and specialized service business M Bernard Puckett will become senior vice president corporate strategy and development and will report directly to Gerstner The move reflects the way Gerstner who in April became the first outsider named chairman and chief executive of International Business Machines Corp has set up offices at other companies he has led "He has always been intimately and directly involved in strategic priority setting and has always had a senior person with strategic responsibilities reporting directly to him" IBM spokesman Roger Bolton said Before IBM Gerstner was chief executive of RJR Nabisco Holdings Corp and president of American Express Co Puckett 48 has most recently — IDeen senior vice president of IBM and general manager of its application solutions business Skinner to join LTV board CLEVELAND Former transportation secretary and White House chief of staff Samuel K Skinner has been appointed to the revamped board of directors of LTV Corp the steelmaker announced yesterday Skinner who served under President Bush is president of Commonwealth Edison Co in Chicago The board is being restructured as LTV prepares to emerge from US Bankruptcy Court protection It will have 14 members including 13 outsiders Company Chairman David Hoag is the only insider on the new board Twelve members have been appointed LTV and the United Steelworkers of America each will nominate one additional director Trade From Page 1 But after what was described as an intense meeting marked by sharp disputes the trade ministers remained far apart in several significant areas "There is a considerable amount of work still to be done between now and the G-7" Sir Leon Brittan the European Community's commis- sioner for external economic relations said at a news conference after the meeting The biggest disagreements appeared to have been between the United States and Europe over US barriers on textiles and shipping and European restrictions on foreign television programming and electronics "An outside observer could have sat in that meeting for half an hour and come to the conclusion that this was a hopeless situation" said a senior US official who spoke on condition of anonymity But then heated disputes were to be expected as the negotiations came down to the most contentious items he said The trade ministers said they still believe that agreement can be reached by the summit meeting which starts July 7 "I have never been in a negotiation that ended before it had to" US Trade Representative Mickey Kantor said "I don't believe it's eithr surprising or disturbing that we did not reach a full agreement here" NATI 0 N A 1111111111 Kodak reportedly moving jobs to Texas ROCHESTER NY — Eastman Kodak Co plans to move part of its Health Sciences Division to Richardson near Dallas a workers will be moved to Texas Bank failure projection slashed WASHINGTON — Regulators yesterday slashed their projection of bank failures this year to a level that if realized will be the lowest since 1987 The Federal Deposit Insurance Corp said banks with $10 billion in assets probably will slip into insolvency this year Only three months ago the agency was expecting assets in failed banks to total $25 billion Six months ago the prediction was 100 to 125 banks with $76 billion in assets The agency does not officially predict failures by number but an official who asked not to be identified said $10 billion in assets could amount to roughly 60 to 72 banks down from 122 failures with $442 billion in assets last year If that projection is realized it will be the best year for failures in terms of assets since 1987 when failed banks held $92 billion in assets It will be the best in terms of numbers since 1983 when 48 banks failed From Jan 1 through Wednesday 22 banks with $27 billion in assets failed down from 61 banks with $199 billion in assets during the same period of 1992 Ex-Crown chairman ousted from board LANDOVER Md — Robert M Haft ousted earlier this month top offices at Morgan stepped down in March As chairman and chief executive of Smith Barney Shearson he will run a retail brokerage surpassed in size only by Merrill Lynch Primerica Corp Smith Barney's parent company agreed to buy Shearson Lehman Bros Inc from American Express Corp in March for about $1 billion Greenhill will also join Primerica's board of directors Frank G Zarb who headed Smith Barney Harris Upham & Co has been named a group chief executive for Primerica Robert I Lipp chairman and chief executive of Primerica's commercial credit subsidiary was named the other group chief executive to head all consumer finance operations Decline in bankruptcy projected for '93 WASHINGTON — The American Bankruptcy Institute projects a decline in consumer bankruptcy this year for the first time since 1985 "Breaking with the pattern of eight straight record years of filings 1993 is going to show decline" Sam Gerdano ABI executive director "We're finally seeing the arresting of an ever-increasing trend" He did not estimate a specific figure but said it will be fewer than the 900874 filed in 1992 The projection was based on the 207129 filings during the first three months of 1993 down from 212112 during the final three months of last year Even so Gerdano said "We're talking about very high levels At the beginning of the 1980s filings were under 300000" The ABI an organization of lawyers and others involved in bankruptcy proceedings obtained the figures from the Administrative Office of US Courts the new company to shareholders United executives previously said they were considering leasing planes and selling shorter domestic routes to lower-cost carriers United Chairman Stephen Wolf has talked repeatedly about shedding unprofitable operations since the company was unable to win wage and benefit concessions in January from the Association of Flight Attendants and the Machinists union which represents United's ground crews 20 2 Yi 48 17 Ye 332 I32 65 Jack Batty a spokesman at GE's headquarters in Fairfield Conn would say only that srrnsorship of an Epcot pavilion "does not meet our current needs" Airline From Page 1 The drama is being closely watched by the entire airline industry and significantly by members ot the national commission that is meeting in Washington to determine how best to help the industry with its troubles Among the issues the commission is studying are the role of bankruptcy protection in an industry with persistent overcapacity and whether the government needs to increase its regulatory role a notion that many airlines have contended is ill-advised and unwarranted "The failure oflabor and management to negotiate here will be widely viewed as their failure to solve their own problems in the industry" said Joseph R Blasi a professor at the Institute of Management and Labor Relations at Rutgers University in New Brunswick NJ The Northwest talks may also set an industry precedent given the concessions being discussed to help restructure NWA's formidable schedule of debt payments which would rise to $109 billion next year from $ 170 million this year With other carriers also signaling the need to cut labor costs a settlement could help others avoid bankruptcy courts in the future Foreign carriers have also scrutinized the progress at Northwest because a bankruptcy filing would strain the airline's relations with its foreign partner and investor KLM Royal Dutch Airlines a pace-setter in the trend among carriers to build global networks All of this has come at a time when Northwest has steadily improved its performance reduced the number of consumer complaints it receives and invested heavily in new marketing strategies and technological amenities io attract business travelers
