olale shuls down unlicensed insurer oivywooa rant tias oil sn LOS ANGELES (AP) State authorities have shut down an unlicensed health insurance plan they said collected $1.8 million a month in premiums, leaving about 12,000 California subscribers without pre-paid care or insurance. G.W. McDonald, assistant commissioner of the enforcement division of the state Department of Corporations, said officials fear doctors and hospitals might try to collect unpaid fees from individuals. Such attempts at collection by doctors are illegal under state law, McDonald said, but the statute never has been tested. The plan operated since June 1977 through four companies in Santa Ana and Manhattan Beach: Far West Administrators the Continental Organization of Medical Professional and Technical Employees Self-Insured Trust; EinComp Insurance Marketing and Professional Management Group.

McDonald said most of the 300 doctors and hospitals accepting plan payments were in Orange County, southern Los Angeles County and the San Francisco Bay area. The state ordered the firm Tuesday to stop the unlicensed operation, false and misleading advertising and financing administrative costs with premium income at a level above the 25 percent legal limit. A claims supervisor at Far West, Ann Dreher, said only half that company's pending claims were paid. Fifty people processed them until last week, when all but three were laid off, she said. LOS ANGELES (AP) Hollywood Park, which collected $4 million in profits on horse racing in 1930, could make millions more from oil discovered on its 335-acre property in suburban Ingiewood, track officials say.
