Tower Sees Victory Trend In State Polls By SAM Star-Telegram AUSTIN-Sen. John Tower media polls show him leading home county and that of his Tower said a radio station in Lubbock, the hometown of Atty. Gen. Waggoner Carr, listed him with 42 per cent of the vote, Carr with 26 per cent and 32 per cent undecided. A television station in Wichita Falls, where Tower once taught college political science courses, showed him leading with 63 per cent of the vote to Carr's 37 per cent.

"I'm also pleased to note the increasing support for my candidacy among younger voters," Tower said. The State Department said De Gaulle's news conference remarks represent "no substantive change of his previously expressed What De Gaulle thinks about the Viet Nam war and what he thinks the United States should do there have been known since early September when the French head of state, together with Cambodia's Prince Norodom Sihanouk, suggested that this country proclaim a "schedule" of its withdrawal from Viet Nam.

Withdrawal Condition The United States and its allies feel they complied with this request at the recent Manila seven-power conference when they resolved that all their troops would leave Viet Nam within six months after North Viet Nam stopped aggression. Withdrawing without that, or complying with De Gaulle's advice to let the Vietnamese "settle their own affairs in their own manner, and by be their own means," would tantamount to yielding to Communist aggression, American officials commented. De Gaulle's remarks on Viet Nam were read here with noticeably less interest than the general's announcements at earlier news conferences, one of his statements seemed to have annoyed Washington officials. De Gaulle said military victory is impossible in Viet Nam. The general, American noted, is a professional man and apparently thinks about victory only in purely military terms.

Military victory in the classical sense, meaning the elimination of the Hanoi government and invasion of North Viet Nam, is not an avowed objective of the United States. No Military Solution As William P. Bundy, assistant secretary of state for the Far East, put it Sept. 4, "we have always agreed that there could not be a military solution" in Viet Nam. The declared U.S.

objective is peace through negotiations. There was no comment on the De Gaulle remark that France "cannot stand to see a small people bombarded by a great power." "A MONTH a ago the figures were 45, 21 and 34, respec tively." Tower said the smaller area polls bear out the finding of a statewide poll which Thursday showed him with a 4 per cent lead over Carr. They are evidence of a growing victory trend, Tower said, adding that he expects it to continue and to increase "despite last-ditch desperation efforts by my opponent." Tower flew here from Houston, and served Friday night as master of ceremonies at Austin's Jewel Symphony Ball.

Earlier, during an in-flight discussion with newsmen, Tower said he was "distressed" with a report from Agriculture Secretary Orville Freeman "which seeks to absolve the federal government of all blame for increased food prices." IT AND A companion one from Gardner Ackley, economic adviser to the President, were an to housewives, farmers, growers and food processor, Tower said. The Ackley statement blamed unwise and unthrifty buying habits for price "I believe the agriculture secretary and the administration are trying to blame these citizens just to cover up the point of real he said. "However, Freeman's smoke screen cannot obscure the fact that rising food prices in fact a general increase in all prices in housing, clothing and service industries are caused by wasteful and excessive government spending. "IF THE federal government would live within its means, food and living costs would not be skyrocketing. "We must balance the federal budget, just as the housewife must balance the family budget," Tower said.

took issue with a statement from Carr that disagreed with senator's proposal to close the North Vietnamese supply port of Haiphong. "He said he would not do that; he'd do only what Gen. Westmoreland wants," said Tower. "Mr. Carr has no way of knowing what Gen.

Westmoreland or any other field commanders in Viet Nam want because he has never talked to them and said he would not even go to Viet Nam if elected. "I challenge Mr. Carr to tell Texans exactly what his Viet Nam views are, since he will not support closing of the port which supplies the enemy's oil, and ammunition and WEDNESDAY EVENING SPECIAL Wednesday 5 p.m. to 10 p.m. SMORGASBORD 125 Per Buffet Dinner Person VANCE GODBEY'S 9800 JACKSBORO HIGHWAY VENTILATED ALUMINUM AWNINGS BY ACME BLIND SCREEN CO.
