troops from Viet Nam on the ground that a military victory there is impossible The State Department said De Ceaulle's news conference remarks represent "no substantive change of his previously expressed position" What De Gaulle thinks about the Viet Nam war and what he thinks the United States should do there have been known since early September when the French head of state together with Cambodia's Prince Norodom Sihanouk suggested that this country proclaim a "schedule" of its withdrawal from Viet Nam Withdrawal Condition The United States and its allies feel they complied with this request at the recent Manila seven-power conference when they resolved that all their troops would leave Viet Nam within six months after North Viet Nam stopped aggression Withdrawing without that or complying with De Gaulle's advice to let the Vietnamese "settle their own affairs in their own manner and by their own means" would be tantamount to yielding to Communist aggression American officials commented While De Gaulle's remarks on Viet Nam were read here with noticeably less interest than the general's announcements at earlier news conferences one of his statements seemed to have annoyed Washington officials De Gaulle said military victory is impossible in Viet Nnm The general American officials noted is a professional military man and apparently thinks about victory only in purely military terms Military victory in the classical sense meaning the elimin-ation of the Hanoi government and invasion of North Viet Nam is not an avowed objective of the United States No Military Solution As William Bundy assistant secretary of state for the Far East put it Sept 4 "we have always agreed that there could not be a military solution" In Viet Nam The declared US objective is peace through negotiations There was no comment on the De Gaulle remark that France ''cannot stand to see a small people bombarded by a great power" One official recalled however that French fliers bombarded the same Vietnamese people not too many years ago TWICE THE FLATTERY WITH VANITY FAIR'S DOUBLE TULIPS THE FLATTERY VANITY FAIR'S IBLE TULIPS "IF THE federal government would live within its means food and living costs would not be skyrocketing "We must balance the federal budget just as the housewife must balance the family budget" Tower said Tower took issue with a sLtement from Carr that disagreed with the senator's proposal to close the North Vietnamese supply port of Haiphong "He said he would not do that he'd do only what Gen Westmoreland wants" said Tower "Mr Carr has no way of knowing what Gen Westmoreland or any other field commanders in Viet Nam want because he has never talked to them and said he would not even go to Viet Nam if elected "I challenge Mr Carr to tell Texans exactly what his Viet Nam views are since he will not support closing of the port which supplies the enemy's oil and ammunition and missiles" We need a distributor in Dallas-Fort Worth Our man
