With Snap of a Light Switch Frugality Takes Over THE JOHNSON TREATMENT when there is no one in the house Mrs Johnson had gone to New York and I was the only one there and I didn't require that much light ''I don't know how much we saved today I want a bill for the last two months to see if we are making any headway Reprinted with the permission of Harper Row Excerpted from the new book THE JOHNSON TREATMENT Copyright 1965 by John Bell By JACK BELL INSTALLMENT II When the Johnsons moved in on the historic date of Dec 7 1963 frugality came to the White House Rooted deep in the consciousness of the new President was an instinct for thrift which had been implanted in him by necessity rather than choice In the red dirt Hill Country around Stonewall Tex where he was born on Aug 27 1908 the Johnsons had practiced frugality in order to eat regularly He once explained that one of the reasons he became a Democrat was that "my Daddy went broke three times during Republican administrations" So Johnson was only doing what came naturally When he began immediately to dramatize the sort of frugality calculated to establish himself with Congress as an economizer and to rob the Republicans of a major campaign issue miracle by cutting below the $988 billion figure of Kennedy's previous budget This was designed to impress the millions of Americans who seemed to retain the belief that old-fashioned budget-balancing was a good thing It also was calculated to increase confidence of businessmen in the Democratic administration He arrived at a budget of $979 billion Johnson knew he had a good thing in his first reduced budget and he was determined to translate it into terms understandable to the average man who couldn't comprehend a single billion much less $979 billion So he made a production out of it when he put his signature on the document on Jan 20 1964 Summoning 25 Budget Bureau experts to the White House he told them: "Somebody told me that the light bill in the White House ran several thousand dollars a month I challenged Mr John Valenti over there and my maid this morning when I left to turn out all those lights in those chandeliers On his first morning at work at the Oval Room desk Johnson received from Budget Director Kermit Gordon housed down the hall a three-paragraph memo It said that there was still time to refashion Kennedy's new budget into his OWn but there was no time to waste The President didn't waste any Kennedy had recognized the political perils of permitting the budget to reach $100 billion It was a round figure the Republicans could mouth in their attacks on him as a "big spender" who was following "irresponsible financial policies" While he couldn't balance the budget Kennedy was well aware of the potency of the issue and from his viewpoint the lower the spending total the better Johnson determined that he would try to work a small "AND SEE THAT that goes down to every government building A stitch in time saves nine You don't accumulate anything unless you save in small amounts" He went on to say that he had appealed to Army commanders to be "cost-conscious and social-conscious" "You all check the cost-consciousness and I'll check the social-consciousness" he told the budget experts While he was busy pinching pennies Johnson also seized on the opportunity to reassure the liberal supporters of more government spending The opportunity arrived in Turn to LBJ on Page 2 SUNNY HIDEAWAY Considerable cloudiness Monda High in middle 80s High Sunday 84 low 70 Temp at 1 am 74 Wind warnings on lakes MORNING 26 Pages in 3 Sections 8 5TH YEAR NUMBER 713 MONDAY MAY 24 7965 PRICE FIVE CENTS foy oft 0 Id66111 I Mac lin Death Hinted 2 Days Before Event a MaC1112 Death I i 2 Days Before were released after questioning Sunday Some officers are now checking the theory that Maclin may have been double-crossed by a gunman he may have contacted to kill Dist Atty Doug Crouch SHERIFF LON Evans received reports that Aladin was carrying $15000 on the night he was slain twice as much money as officers found In his room Evans said it is possible Mac lin may have given some of the money to a gunman whom he had hired but after receiving the money the gunman might have shot Maclin and pocketed the cash Officers continued to report that no real suspects have been arrested and a source close to the Tarrant County grand jury reported some friction has developed among individual jurors concerning the Madill case Some of the jurors the Turn to Aladin on Page 2 ir ci li ci A el ir oi vi I I 1 THIS IS WEST TEXAS One of the girls at a neigh- borhood coffee session said something about Wednesday of last week "Oh!" ex- 4 4 -14' claimed an- other "That was the day that my hus- sA band came 1 home from work and 4 a i 'Get ''rt1 1 i dressed were going to a I llir' banquet' e' "I a i 'What?
