the Northern Hemisphere under a plan approved Tuesday by Gov Lawton Chiles and the Florida Cabinet After hearing a diverse set of interests back the plan including 20 environmental groups the Clinton administration and US Rep Peter Deutsch the governor and Cabinet approved a management plan for the Florida Keys National Marine Sanctuary The plan makes 19 small areas of the Keys off-limits to fishing starting July 1 creates research teams to study why the reefs are dying establishes new safety rules to limit reckless boating improves channel markings and provides for greater protection of sea grass beds said Mark Robertson director of the Florida Keys Initiative for The Nature Conser- vancy a Washington DC-based group The plan adopted by the Cabinet left unresolved one issue: the exact
