PHONE 3934. Water Committee Recommends That Provision be Made for Carrying of Pipes on Proposed Structure- To Start Laying Additional Mains in Ten Days. The report of Mr. H. M.

Burwell. engineer for the city waterworks system, on the laying of mains on the proposed Second Narrows bridge. was up for consideration at the regular meeting of the water mittee held yesterday afternoon. After considerable discussion as to the advisability of laying, the pipes on high level bridge a motion was carried recommending to the council that should debentures be taken in the bridge company by the city provision be made for the carrying of the mains on the structure. The committee discussed the teasability of constructing a tunnel or subway under either the First or Second Narrows.

In the event of this being probable it was thought best to adopt this method of carrying the mains across the inlet. Superintendent Maddison stated, however, that a tunnel project was practically out question owing to the nature of the bottom of both Narrows. He thought that pipes could be laid across a high level bridge, and suggested that were an hydraulic structure built, the pipes could be carried over the centre elevation by a system of elbows bends without in the least interfering with the pressure. The report of Mr. Burwell was filed for reference.

Supt. Maddison reported that laying the additional mains across the First Narrows would be commenced in ten days, which would not only give an additional water supply, but also a higher pressure where most needed. In reply to a communication from the clerk of Point Grey with reference to the low pressure obtaining on Third street in the vicinity of Heather. Mr. Maddison stated that when the new mains are carrying water a pressure equal to the night pressure will obtain throughout the day in this section.

This will overcome the present difficulty being experienced by residents owing to inadequate pressure. A request was received from the Canadian Pacific Railway company for a reduction in their water rates. In a communication to the waterworks department the company asked that their rates be made lower than those for the B. C. Sugar Refining Co.

It was pointed out that this could not be done unless a special by -law was passed, as this privilege was granted to the refinery in the terms of an agreement made with the waterworks company twenty years ago. further reduction for the railway company would have to be made by a special by-law. The refinery is paying five cents per 100 cubic feet for water, while the C. P. R.

pays approximately cents. Gardiner Johnson Co. offered the city 95 tons of cast-iron water pipe at $34.50 a ton delivered at their wharf. This offer referred to the secretary and superintendent to report upon. According to present values this figure is somewhat lower than the market price for this kind of pipe.

Vacca is only 20 years old. but asserted he had been engaged in the work since he was 18, and had "blasted new streets" back east two years ago. He had been working twelve months for Romano, but had only blasted "little stumps." One of the firm who appeared said the mayor had granted a blasting permit to the contractors, but had refused permission to the men. They could not do the work themselves and had put the men on to it. 'The magistrate commented on the peculiarity of the position and suggested the adjournment for the mayor's position as to the scope of the permit.

Arthur Sills of Prince Rupert was before Magistrate Bull this morning charged with having fraudulently forged A cheque for $25 on the Vancouver branch of the Bank of Commerce, and was remanded until Thursday. The cheque was drawn by Sills July 20 and made payable' to Adam Hicks. Sills admitted drawing the cheque and receiving the money, but he stated he was under the impression there was cash in the bank to meet it. He had a deal in real estate in Prince Rupert with 8 woman, whose name did not transpire, and he understood that $200 had been paid into his credit.

Inspector Mulhern, in asking for the remand, said the police wanted another witness when they were confident they could prove the charge up to the hilt Sills was remanded accordingly DIES AT VICTORIA. VICTORIA, Aug. Benjamin Isaac, Cohen, president of the Portland Trust Company, died at the St. Joseph's hospital here last night of heart failure. Mr.
