"a small commission" BY WILLIAM MOORE WASHINGTON Jan 23 (CTS) Pwsident Johnson personally told reporters Thursday that his now celebrated $585 stereo set was a gift from Bobby Baker Don Reynolds who sold the President insurance policies to taling $200000 has testified that he gave the set to Johnson in MA when Johnson was Senate Democratic floor leader The Senate rules committee which is investigating the Bobby Baker affair has a photograph of the manufacturer's invoice hich designates Johnson as the man to receive the stereo and Reynolds as the man to be billed for it The President had denied this after the story of the gift became known Tuesday through Pierre Salinger White House press secretary who said Baker presented the set The Chief Executive took the unusual stxp of replying to criticism personally late in an unusual day for White House reporters Salinger had cautioned them to remain close at hand the customary indication that a major announcement is to be made Ile cautioned them several times as the day wore on in an atmosphere of tense expectation Late in the day they were summoned to the Fish Room a White House conference room where President Johnson read them what he said was a restatement of the administration's position on Panama Veteran reporters found little in it to account for the tenseness that had prevailed No one asked any questions about the statement One of the veterans asked how months in advance of an election Efforts by civil rights forces in Congress to outlaw the poll tax as a requirement for voting in federal elections date back more than 20 years But their attempts to do this by statute foundered in the Senate Anti-poll tax bills were passed by the House at le3st three times only to be filibustered to death in the Senate by Southern forces Southern senators and others argued that the Constitution gives the states the power to determine the qualifications of voters and that the poll tax could be outlawed only by a constitutional amendment The battle took a new turn when in the 81st Congress in 1949 Holland sponsored an anti-poll tax amendment to the Constitution To begin with he had only eight or 10 co-sponsors but in each succeeding Congress he reoffered his proposed amendment When he introduced it in the 87th Congress 67 other senators were listed as co-sponsors and on March 27 1962 the Senate voted 77-16 to approve the amendment The House followed suit on August 27 by a 294-86 vote Holland's fight against the poll tax goes back to his days as a state senator when he played a key role in Florida's amendment Ratification by three-fourths of the 50 states was required This represented the culmination of a long fight spearheaded by a Southern Senator Spessard Holland Florida Democrat Republicans in the South Dakota Senate complained that undue pressure was applied from Washington to speed up action President Johnson had telephoned the state Democratic chairman John Engel on behalf of the amendment The measure had been at the bottom of the Senate calendar but minority Democrats succeeded in having it pushed up to the top While formal certification cermonies probably will be conducted here later they are only a formality arranged by the General Services Administration No further legal action was necessary to make the amendment effective after South Dakota completed its ratification NEITHER THE President nor Congress were required to take any further action in the ratification process The amendment provides that the right to vote in any primary or general election for President or vice president or for senator or representative in Congress shall not be denied because of the failure to pay a poll tax or any other tax Only five states Alabama Arkansas Mississippi Texas and make poll tax payments a requirement for voting Adoption of the amendment will not bar these states from continuing to require voters in elections to pay a poll tax since it applies only to federal elections But whether this will be administratively feasible remains to be seen The Virginia Legislature anticipating ratification of the anti-poll tax amendment already bas taken action designed to offset its effect in part at least The new Virginia law in addition to retaining the states $150 poll tax for state elections provides that anyone wishing to vote only in federal elections must file a certificate of residence six months in advance The requirement for doing this like the requirement for paying a poll tax is expected to cut down on the number of voters The Virginia law already is under attack as unconstitutional but it could be the forerunner of similar action by the other poll tax states I MONNIFG'S TCU Reynolds a veteran of 33 years service with the Star-Telegram Other
