Move To Avert Gas Shortage In Midwest States Is Under Study WASHINGTON, April 8 Middle Western customers of the Panhandle Eastern Pipeline co. can look for an additional 40 million cubic feet of natural gas a day next February. Panhandle' said today it does not expect the first part of an expansion program to be completed before that. It blamed the delay on inability to get pipe. The additional gns will amount to an Increase of a little less 10 per cent in the pipeline's present capacity.

Later in 1949 the company hopes to increase its capacity another 50 million cubic feet a day. To Avert Shortages The testimony was given nt the opening of a power commission investigation aimed at preventing, or at least easing, any natural gas shortage in the Middle West next winter. Examiner Edward B. Marsh said "the basic question is Panhandle's ability to serve its customers and the requirements of those customers." The pipeline company serves customers in Texas, Oklahoma, Kansas, Missouri, Illinois, Indiana, Ohio and Michigan. It also is authorized to supply gas to Canada.

Agreement was reached to have Panhandle lead off with testimony about plans for expansion of its system nnd the demands on it. Then evidence will be presented by states. Loop Lines Planned Panhandle's first witness was C. H. M.

Burnham of Kansas City, vice-president and chief engineer. He testified about the so-called facilities which the commission authorized the company to build. Burnham said enough loop lines are expected to be completed next February to add 40 million cubic feet to the system. Until then, he said, no additional gas will be available from the program, Burnham said the design capacity of the system now is 425 million cubic feet a day but that during the past winter this was pushed up to 435 million by certain operating procedures. The position of Panhandle on some of the major issues in the case was set forth earlier in a statement by John S.

L. Yost, attorney for the company. It is unwilling to continue taking 20 million feet of gas from the big inch line of Texas Eastern Transmission company unless customers will pay the price Texas Eastern charges. Panhandle said this is 40 per cent higher than its price. Illinois Judge Regrets No Remedy Against A Cailifi CHICAGO, April 8 (U.R) The Illinois Appellate Court hns ruled there Is no legal way to deal with a "caitiff." Judge George Bristow handed down the decision in the case of Henry Factly, who was accused of playing pranks on his mother to get her to leave the house she deeded him. Factly agreed to allow his mother to stay on the farm when she deeded him the property in 1636, But Inter he changed his mind nnd sought ways to make her leave. Among other things, he shut off the water, dug up his mother's flower garden, built an obstacle course in the front yard to make her stumble, and forced a bull to bellow to prevent her from sleeping. Said the jurist: "There is no remedy in the court of law to deal with such a caitiff." A caitiff, Webster says, is a "base, despicable person." As to the part of the customer's dollar the retailers and wholesalers are retaining, a study of their earnings statements by. the National City Bank of New York shows that more of that dollar is now going to their suppliers and employes, and the government. Their. total sales are at record highs. But their net income, after expenses and taxes, is 4ess than in 1946.

And so is their margin of profit, as based on of sales. Statistics Cited Last year 177 trade corporations made $615,832,000 in net income, which was one per cent less than in 1946. But total sales were 21 per cent higher in 1947 than the previous year. The margin of profit was 3.7 cents on the sales dollar, the National City bank reports. Yet in 1946 it was 4.5 cents on lower sales volume.

The bank asks how profit margins "would stand- up in the face of adverse changes in any one or more of three recession in sales volume, a forced reduction in selling prices, or a further rise in costs." Some Drop Noted In.each of the five divisions of trade, the same drop in profit margins 1 is noted. Food chains made 1.3 cents on the customers' compared with 1.6 cents the previous year. Other chains average 5 cents, compared with 6 cents in 1946; department stores 3.5 cents, against 4.8 cents; mail order houses 4,9 cents, against 5.6 cents; and wholesale and miscellaneous 3.3 cents, against 3,8 cents in 1946. Sales of 1,267 manufacturers aggregate $82.3 billion in 1946, or 41 per cent more than in 1946.

Net income totals $5,8 billion, giving an average profit margin of 7.1 cents per sales dollar in that division. The year before it was 6 cents. However, the bank adds, the 1947 profit margins were narrower than in other years of active business such as 1928-29, 1935-37 or 1940-41. Mexican President Oppoiei Gambling Along U. S.
