Club 419 The acts has received inquiries aboilt the traffic counts from vari ous citizens which indicate that many unfounded rumors about pos sible freeway locations stem from the study It appears that the commonest misapprehension is that if a traffic counter is seen on a street then that street has been chosen as the route for a freeway Actually more than 100 differ east turn right on ourth street ent traffic counts have been made and the incoming busses from the here during the past month Any one who wished to take the trouble could find one in any part of Redlands or in the immediate sur rounding territory The purpose of the counts can best be understood by reviewing the chronological development of the freeway subject In January the Redlands Plan ning Commission came to the reali zation that in developing a Master Plan for the City is needed to know where the freeway will be located when the state eventually extends it east from Colton At the request of the city gov ernment the state agreed to make a gtudy to determine the location of Highway 70 99 when in the indefinite future it is built to free way standards in this localityState Engineer McCoy said the Division would a San Timoteo canyon routing as well as one through Redlands In April the state began to make numerical studies of the traffic At that time Mr Kane explained: information makes it pos sible for the Division of High ways to locate and design roads that will best serve the need of both through and local traffic a Motorists Interviewed The traffic studies began with origin and destination counts on Highway 99 in and near Redlands Motorists' were stopped and in terviewers asked each driver: did this trip And is your If the answer to either or both ques tions was a location in Redlands the driver was asked to state the nearest street corner to the point of origin andor destination of his trip The analysis of the data obtained from the interviews is a compli cated job requiring the answers to be committed to a code the transfer of the coded data to punch cards and running the punch cards through IBM machines which classify and count The IBM ma chine work is being done at Sacra mento Traffic Pattern Having studied the traffic on Highway 99 the state engineers then proceeded to study the local streets They began collecting data to enable them to prepare a traffic flow diagram This will show the present average daily volumes of traffic on all major streets in the City of Redlands and county roads' in the surround ing areas Mr Kane explains the origin and destina tion survey he says determine where vehicles come from and where they are going and can thus determine what streets they now use If a freeway were constructed we can deter mine if they would use the freeway and where they would get on and off the freeway all of thisdata we are able to properly design our free ways to efficiently and safely carry traffic We are able to determine whether traffic volumes on city streets will increase or crease due to the influence traffic on the freeway Automatic Counters Traffic counts on the New Clues Police Continue Investigation Police today changed the Andrea
