fought and won the enemy vanquished It is time for the winners the Republicans and the majority of Americans who support them to find the way to a new America Starting Wednesday the new Republican leaders of Congress promise to set about redefining place in the nation with a passion and energy unmatched in recent memory They are committed to work almost every day for the next 100 to cut the size of government slash taxes reform welfare fight crime and lay a foundation for what they hope will be a Republican revolution More than ever in memory America is looking to Congress not the president to lead A Times Mirror survey shows that a plurality 43 percent to 39 percent wants the Republican Congress rather than the president to set the goals The GOP agenda seems such a perfect
