The first mainline pipe was InsLalied in March 1975. The original estimated cost of the project was 900 million. But a larger volume pipeline was later decided upon and environmental regulations forced crews to build nearly half the line above jjruiind, rather than almost en' tirely underground as first planned.

Inflation and higher salaries also helped increase costs, and some state officials said waste and mismanagement contributed to overruns.
