Park officers said the youth, who was on a senior class outing with other students at R-l High School in Kahoka. You'll make less of them than you should. • Council (Continued From Page 1) Gute to contact Red-Cross officials to explain the problems. The plan, as the council saw it as far as it pertains to them, is unworkable because they will have other responsibilities. Oswald explained that an Emergency Operating Center with emergency radio facilities has been set up in the basement of the court house, and that in case of an emergency, county and city government officials would go to the court house to direct the operations of the activities of their governments. It was also pointed out that Councilman Dr. L. B. Westendorf, a dentist, already comes under a plan whereby he would be at the hospital in case of such a disaster. And Councilman Lew Voyles, an employee of the Iowa Public Service Company, said he would have company duties to perform in such an instance. A request by.Harold Bierl to move the proposed paving on Eighth Street in Parkway Plaza 11-feet to the north was turned down with councilman Darwin Bunger abstaining in the voting. Five votes to deny the request were recorded. A dispute between two private property owners over the way the unpaved portion of Quint Avenue beyond 21st Street is being used, was referred to City Attorney Ronald H. Schechtman. After a suggestion by Councilman Westendorf, the council directed Gute and Public Works Director Leo Clark to conduct a study of train traffic study through Carroll and to see what, if anything, could be done to alleviate the long delays often incurred by motorists and pedestrians.
