investigation by the Hillsboro department and an independent state investigation cleared the officer involved of any wrongdoing Wyse said A spokesman for the Justice Department said the department he conducted the day after Leal's death showed no evidence of police brutality Bonilla who made no specific charges of civil or legal rights violations in the case said he was not aware of the extent of the medical examiner's investigation into Leal's death He said an independent investigation is needed even if an internal police investigation is made "While we do not condone any alleged unlawful acts of the victims we do not feel the police officers should be the judge and the jury in these cases" Bonilla said "If an investigation by a federal grand jury reveals there was no wrongdoing at least it would be an indication that the administration and the Justice Department are committed to taking whatever action is necessary to stop these abuses" In the Hillsboro case police said Urbina was arrested on charges of discharging a firearm within city limits On the way to the police station Urbina fired five shots at the officer who made the arrest and the officer returned the fire Sgt The leader of a national Hispanic organization has called for federal investigations into the deaths of two men including a Fort Worth resident who died in police custody this fall Corpus Christi attorney Tony Bonilla national president of the League of United Latin American Citizens said he sent a letter Tuesday to Washington asking that the Justice Department investigate the death of 17-year-old Cruz Leal Jr who collapsed and died Dec 12 after Fort Worth police chased him for five blocks in connection with an attempted rape Bonilla said he also requested that US Assistant Attorney General William Bradford Reynolds ask that a federal grand jury be empaneled to hear testimony about the incident LULAC asked last week for a similar investigation into the death of Ramon Urbina 36 of Hillsboro who police said died Oct 16 in an exchange of gunfire with a Hillsboro officer "It appears that the Hispanic community will have a bloodstained Christmas in the Northern District of Texas" Bonilla said referring to what he termed violations of civil and legal rights in the incidents Fort Worth police are conducting an internal review of Leal's arrest and death but have not issued a
