of the breadbasket to the hot streets of Havana people wait Sometimes for hours Grandfathers on canes mothers and fathers toting children teenagers police officers and even soldiers stand together waiting in the oppressive heat eyeballing every car truck taxi and horse-drawn carriage Thousands of bicycles whiz by pedaled by people with cars sitting at home with dry gasoline tanks Gasoline is rare these days of economic crisis in Cuba The buses still run but they are fewer and farther between At every bus stop government workers in faded gold uniforms stop vehicles and inspect them for extra space in which to stuff a few more passengers But mostly what people do is wait Drive across the country and you can easily go 40 miles without seeing another vehicle Maybe a few horses and ANDERSON Herald Washington Bureau WASHINGTON Hoping to some day return to Cuba and reclaim homes and businesses about three dozen exiles from Miami and other cities spent Friday debating US policy after Fidel Castro Leaders of associations for exile bankers manufacturers architects sugar growers and others made a case for stronger US government support to key representatives of the State Department the Treasury Department the Commerce Department and the US Foreign Claims Settlement Commission The conference was organized by Jose Manuel Casanova a consultant who formerly served as US director of the Inter-Ameri-can Development Bank He said the discussions included calls for pressure on Russia to remove its 1 1000 or so soldiers and military equipment from Cuba All but one of the sessions took place behind closed doors Reporters and TV cameras were admitted to an emotional meeting with Sen Connie Mack the Florida Republican who has been working to tighten the 1963 economic embargo against Cuba Mack said his amendment to the Export Administration Act would the noose around by cutting off trade by subsidiaries of US companies in third countries Nestor Carbonell of Cuban American Executives thanked Mack but said not He said Congress should require Russia to withdraw militarily from Cuba before giving President Boris Yeltsin aid And Carbonell called for covert US
