For instance, for city tax purposes, Mr. Sembower assesses a house at $4,500 on which the city levies its 15 mills and the school district 23 mills. The county would let its assessment at two-thirds of or $3,000, on which is levied the 14-mill county tax. Several Uniontown citixens sought an adjustment where they believed the assessments were too high.

At the courthouse, they said, they were told: "If you can get Mr. Sembower to give you a reduction, we'll be glad to accommodate, too."
