jail inmates to elicit confessions from them was given the maximum sentence Tuesday of 10 years in prison and a $12000 fine by a US District Court judge Judge James DeAnda handed down the sentence telling Parker that he had allowed law enforcement in San Jacinto County to deteriorate to the point "it was in the hands of a bunch of thugs" "You just can't sanction the judge He called Parker's conduct "flagrant and unforgivable" "The operation down there would embarrass the dictator of a country" DeAnda told the 47-year-old Parker "You were the person who orchestrated the series of offenses" DeAnda sentenced two of Par partment under Parker Government attorneys said they recommended maximum sentences Parker's attorney Thomas Taylor said it was "more than likely" he would appeal DeAnda gave the convicted men 10 days to file notice of appeal Among government witnesses testifying in the three-week trial were six torture victims all with criminal histories who described how they were handcuffed to a table or chair and their faces wrapped tightly with a towel Their heads would be pulled back and water poured over the towel until fearing drowning they would talk Parker earlier agreed to plead guilty to the charges in a plea bargaining arrangement which would have sent him to a minimum security prison for three years fined him $15000 and placed him on five years probation But US District Judge Gabrielle McDonald on April 8 rejected the arrangement contending the sentence was too lenient Parker his son two bail bondsmen and another former deputy are awaiting trial on charges stemming from an Oct 4 indictment In that action the five are accused of conspiring to violate civil rights of motorists who allegedly were falsely arrested in what federal authorities have described as a "marijuana trap" along US Highway 59 in San Jacinto County some 60 miles northeast of Houston According to the indictment arrests often were not recorded bond money paid by arrested people was kept by the sheriff's office and items seized by deputies were sold illegally All the defendants have pleaded innocent A November trial was scheduled although attorneys have indicated they do not expect the case to be tried until sometime next year then escorted him through 'a back door of the courtroom The former sheriff and his deputies had been free on $10000 personal bonds Parker received 10 years on the conspiracy conviction plus two one-year concurrent terms for two water torture incidents Parker Glover and Lee were convicted on multiple charges of torturing inmates to deprive them of liberty without due process of law Lee was acquitted on one of the counts Glover and Lee were the second-and third-ranking officers in the de ker's former deputies John Glover and Carl Lee to lesser sentences Glover 65 was given five years but three of those years were suspended Lee 63 was sentenced to seven years but will serve only four Each also was placed on five years probation They each could have faced 13 years in prison and $13000 in fines The judge set bond for Parker at $150000 and ordered him jailed immediately unless he could post bond Parker handed his tie to his
