night in a dispute with city officials over a five-cent ferry charge and five companies of state troops guarded the city hall the courthouse and approaches to the shipyard Work virtuallx ceased at the Pinto Island yard of the Alabama Dry Dock and Shipbuilding Company across the Mobile River from the city as officials of the International Union of Marine and Shipbuilding Workers (CIO) and the Mobile City Commission conferred The work stoppage began violently Thursday when the city-operated ferry service was substituted for a free ferry formerly provided by the company Twenty-eight men including the president of the CIO union were arrested by Mobile police Mayor Charles Braumhauer informed a union delegation the city was powei less to act Workers representatives said the men would not pay the ferry fare George Goodenow Gulf representative of the union said "this is not a strike" and that the union was not directly involved John Green international president of the union wired Goodenow
