i pH vKinsr Vi iw By PEGGY ROGERS Herald Staff Writer Plans by Coconut Grove developer Manny Medina to revive the landmark Mutiny Hotel have placed the prominent Medina in a familiar spot at odds with neighborhood activists The controversy has reached zoning chief who initially supported the disputed portion of the Mutiny plans but now says it is incompatible with the village center Terremark development firm submitted renovation drawings last month to create a 220-room luxury hotel out of the shuttered Mutiny 2951 Bay-shore Dr a former hangout of jet-setters and cocaine traders that slid into foreclosure Medina who bought the Mutiny last year wants to replace the two-story parking garage on McFarlane Road with a three-level garage and two rooftop tennis courts said project architect Willy Bermello But recent zoning changes no longer permit parking garages in the Grove business center where the existing garage is unless tucked behind pedestrian-level shops Miami zoning officials say The old garage can stay but no new garage could go up In keeping with that the plans are being presented not as the demolition of the old garage and building of a new garage a of an existing one Bermello ure out the position on the issue At midweek Zoning Administrator Joe Genuardi said he reviewed the plans But Terremark could not demolish a structure and build a new one when zoning no longer permits it Genuardi said OKd Genuardi offered the opposite opinion in a letter last April And because of that assessment his staff last month indicated on city documents that the met zoning codes Genuardi assessed the project in April after Terremark gave him a preliminary presentation df Mutiny renovations and garage replacement He then wrote architect Bermello saying the garage proposal meet the requirements and limitations of the city of Miami Zoning staff looked to letter when the Mutiny plans were formally submitted last month The zoning division signed off on the zoning raises most were between 2 and 5 percent but up to $7000 each in bonuses Because the bonuses were only one-time perks Fernandez said he had to give his assistants raises this year or comparable bonuses again if he did not want their take-home pay to decline Fernandez likens his assistants to top level city administrators and said in comparison their raises have not been out of line But figures provided by the office suggest the lawyers have fared well From January 1986 through December 1989 top aides received average increases totaling 14 percent During the same period union employees received average wage increases of at least 31 percent Lawyers get raises as others get laid off the scene with purse and the handgun They were the only two witnesses and both were serving time in jail when they testified The jury deliberated for only 29 minutes before finding Willford innocent of the first-degree murder charge After the verdict attorney Eric Hendon said been in jail a
