labor and civil rights movements died Friday after a 2V2-year battle with cancer He was 84 He died at the Highlander Research and Education Center which evolved from the Highlander Folk School he helped create 30 years ago The unconventional private school was derided as a "finishing school for Communists" its adherents "a cancerous growth" spreading throughout the South The state of Tennessee raided and padlocked Highlander in 1959 alleging it violated its charter and illegally sold beer "You can padlock a building" Mr Horton said at the time "but you can't padlock an idea" Eleanor Roosevelt folk singer Pete Seeger training for the Congress of Industrial Organizations which merged with the American Federation of Labor to create the AFL-CIO and supported coal miners textile workers and farmers Highlander and Mr Horton served as a bridge between the labor and civil rights movements Herbert Kohl said Rosa Parks for example had been to Highlander two months before she sparked the 1955 Montgomery Ala bus boycott by refusing to sit in the back of a bus In the book Mr Horton described himself as a catalyst for social change "If you want to change people's ideas you shouldn't try to convince them intellectually What you need to do is get them into a situation where they'll have to act on ideas not just argue about them" and civil rights figures Martin Luther King Jr Andrew Young Septima Clark Rosa Parks and Ralph David Abernathy among others backed Highlander when Southern governors attorneys general and legislators tried to shut it The school in the foothills of the Smoky Mountains 20 miles east of Knoxville served as a network for activists in battles over the environment racism poverty and illiteracy Mr Horton survived firebombings by the Ku Klux Klan and interrogations by followers of anti-Communist zealot Sen Joseph McCarthy in the 1950s The Long Haul an autobiography written with Judith and Herbert Kohl and soon to be published by Doubleday recounts Horton's role in the 1930s That was when Highlander provided Feldman said for the first violation most police will issue warnings On second instances tickets will be issued Feldman for one said he would not issue a second warning to a violator an action he called "fruitless" "If they didn't pay attention the first time why would they pay attention to a second warning?" he said A first ticket costs a violator $25 A second can cost up to $500 and can bring 60 days in jail It is a second-degree misdemeanor "Once they make an arrest those cases will be treated like any other case" warned Kafka Most calls regarding violations come from neighbors turning in neighbors Feldman said WATER FROM 1B ah and Hialeah Gardens also are issuing water warnings Carl Kafka an assistant state in Dade are recovered said DeRemer In 1989 in unincorporated Dade there were 19788 cars reported stolen up from 18568 the year before according to figures compiled this week That is an increase of 106 percent Not too bad said DeRemer compared to other counties in Florida where theft rates jump 35 and 40 percent a year In fact some Dade police agencies have recorded fewer car thefts for the year DeRemer takes a professional view that any device slowing down a thief is a good safeguard His favorite is a cut-off switch that simply shuts off all power to the car They are as cheap as $10 and with a moderate knowledge of electricity can be installed yourself DeRemer has such a switch on his own car Locks attached to the wheel and brake pedal are also effective but DADE MEMORIAL PARK 3 spaces
