In accordance with the terms of Sec. 18 of the "Burke Couny Road Law, notice is hereby given that on or before Thursday, June 9th, 1921, this commission will receive bids for the maintenance and up-keep of the public roads of Burke county for a period of one year in accordance with the following Class 1. Leading roads standard width of road bed 24 fet.

Top soil surface. Roads shall be dragged immediately after every soaking rain in summer, and after every snow, or prolonged spell in winter. Holes shall be patched with top soil of the same character as material in surface road at that point. No stones, brush or coarse gravel shall.be used in patching holes. Patching material shall be water tamped when put in place and repaired portions of road shall be dragged as soon as possible after first rain.

Surface of road shall be kept free from stones or brush. Ditches shall be kept open and all drains, culverts and bridges shall be inspected frequently and any material lodged in them shall be1 removed. We were unable to hear anything from the convention up to going to press. Incessant rains, high; and muddy roads deprived many of our citizens of the pleasure of attending Rutherford College commencement, which took place Tuesday and Wednesday. Prof. G. P.

Jones will commence to teach a class in penmanship in Prof. Gilmer's schoolroom next Monday evening. Prof. Jones is a thoroughly competent teacher of the art and this a splendid opportunity for those who wish to improve their handwritings. We announce with pleasure that the building of a cotton factory at Morganton is no longer in doubt.

Dunnavant and Hardy Hicks compose the firm and have entered into written contract to erect and operate a cotton factory at Morganton with a large producing capacity. 'A suitable plat has been selected and purchased from Mr. John Campbell, near the depot. The commissioners have entered into contract to exempt the company from taxation for five years. Contracts will be let at once for the erection of the building.

If these gentlemen will allow more stock to be taken in this enterprise, we don't know of a better investment that could be made than in a cotton factory in Morganton, and further, it would prove to the gentlemen the good faith on the part of our citizens to encourage the laudable enterprise. We desire to add that a cotton 'factory, with other machinery that is now in operation and more soon to go up, is the best indication we have seen for the further prosperity of our town and county. One enterprise of this kind calls for another and another, until soon our town will be numbered with the manufacturing towns of the State, and no better word can be said of any town, either at home or abroad, than that it is a manufacturing town. The cold weather of last week did more damage than was at first thought. We talked with several of our farmers last Saturday on the subject and some expressed the opinion that the wheat crop had suffered damage and that early garden vegetables had suffered irreparable lossk.

Provided nothing herein shall be construed to require any non-resident owner of lands in either of said counties to secure such permit to transport any bass caught' from the waters of his own premises? nor to require any officer, stockholder or agent of any corporation or the guest of such to secure such permit to transport any basstaken from the waters and premises of such corporation, situate in either' of said counties.
