the formal applications and establish a short list of finalists League owners then will have until the fall of 1992 to select the new franchises giving the winning cities two years to put their organizations in place This expansion plan will create six five-team divisions and will insure some kind of divisional realignment beginning in 1994 Tagliabue said the owners didn't discuss how dramatic that realignment will be nor did they talk about the franchise price or specific cities in the running Tagliabue said the owners generally agreed that expansion is in the NFL's best interest "Our discussion came down to the timing the timetable for adding teams and the business conditions to exist for that to be done" he said medium income of the cities bidding Thirty-five percent of our population have a median income over $55000 and 50 percent have a median income of $37000" He said Baltimore will build a 65000-seat stadium if awarded a franchise St Louis also sells its population downtown domed stadium slated to be completed in 1995 Two smaller cities expected to make MINNEAPOLIS (AP) The National Football League announced Thursday at its owners' meetings in Minneapolis that Miami's Joe Robbie Stadium will be the site of the 1995 Super Bowl This followed Wednesday's announcement that two new teams will join the NFL in 1994 League owners approved the plan to grow by two teams to 30 Nearly a dozen cities are expected to submit applications to purchase the two new franchises Representatives from five of the more aggressive groups Baltimore Charlotte NC Jacksonville Fla Memphis Tenn and St Louis are in attendance at the two-day NFL meetings Other cities believed to be interested include San Antonio Sacramento Calif Oakland Calif and Portland Ore Prior to March 1992 a special expansion Tagliabue said he expects the NFL Players Association to welcome the expansion because more than 100 new jobs will be created for players in 1994 However Tagliabue noted that labor-management conflict would be grounds to delay the expansion timetable The decision marks the NFL's first growth since Tampa Bay and Seattle joined the league in 1976 Representatives on hand from bidding expansion cities received the news with smiles and continued their subtle and not-so-subtle lobbying of reporters "Baltimore stacks up in the top two of every major category you use for criteria" said Herb Belgrad chairman of the Maryland Stadium Authority which is pushing for a team in Baltimore "We have the highest population in a 25-mile radius (23 million) and we have the highest household strong cases Jacksonville and Charlotte are trying to sell the regional appeal of the Southeast "The Southeast is where all the growth is" said Chick Sherrer president of the Touchdown today and was replaced by coach Johnny Oates The Baltimore Evening Sun reported Robinson baseball's first black manager when he took over the Cleveland Indians in 1975 will return to the Orioles' front office The Sun reported Robinson's resignation marks the third major-league managerial change in three days and the fourth this season On Tuesday the Chicago Cubs fired Don Zimmer and replaced Wire Services MONTREAL Tommy Greene making only the 15th start of his major league career pitched a no-hitter as the Philadelphia Phillies beat the Montreal Expos 2-0 Thursday Greene a 24-year-old righthander walked seven and struck out a career-high 10 in pitching the second no-hitter of the season and the eighth in Phillies history The Expos didn't come close to getting a hit They hit only three balls out of the infield flys by Tim Wallach in the fourth Ron Hassey in the seventh and Mark Grissom in the eighth In the ninth Greene struck out Andres Galarraga and got Larry Walker on a
