One hears varying speculation on that question Observers cite deficiencies in equipment marketing and programming and if gripes to this department are an indication poor service was a factor too There always have been substantially more complaints about Preview than about VEU or ON TV But perhaps the most telling comment came from the broadcasting observer who asserted: dirty movies as good as the dirty It was not a frivolous statement Late-night adult programming is acknowledged by those in the business as one of the prime selling points for subscription television maybe the prime selling point They are discovering that the market for that kind of entertainment is far larger than anyone except a few rich pornography entrepreneurs had imagined Indeed there are those who think fare is what will enable STV to survive cable saturation and the other new-tech wonders of home entertainment Subscription outfits will retain an advantage over cable systems in programming sexy movies it is reasoned because they watched over by municipal officials subject to moralistic pressures The broadcast STV services do have some restraints though because the stations that serve as their conduits are licensed by the FCC and thus the pay systems are indirectly subject to certain public-in- terest considerations at the whim of station operators as VEU learned last year when Channel 33 blew the whistle on a couple of its late-night goodies The advantage in the movie game really lies with MDS systems such as MovieVision which answer to no one but their customers and can show more or less whatever they want to ability to present harder adult material than its rivals no doubt accounts in large part for its survival against competitors offering more varied entertainment fare But MovieVision has limitations that its STV rivals do not have notably including an inability to offer pay-per-view attractions such as the one-time-only airing of the movie Star Wars scheduled by VEU and ON TV for Sept 25 FROM THE beginning there has been little to choose between VEU and ON TV in terms of programming Each has had its strengths and weaknesses If there has been a significant advantage it probably was exclusive airing of Texas Rangers and Dallas Mavericks games On the other hand ON TV appears to have done a slightly more imaginative and consistent job of programming overall However with the Preview takeover and the planned move of the consolidated VEU to Channel 27 VEU will get a selling edge that ON TV will have difficulty countering Already boasting a head-start in weekend scheduling VEU will fill 18 hours a day on Saturday and Sunday when the move to 27 is accomplished ON TV apparently will be limited to half that The difference illustrates how important its station partner can be to an STV service When it goes with 27 VEU will have a highly flexible and compatible arrangement with a station whose independent programming effort is so puny that the channel seems hardly to exist beyond its role as an STV conduit ON TV on the other hand is teamed with Channel 21 an aggressive operation determined to make its presence felt on the Metroplex TV scene Not only would the station be reluctant to give ON TV any more time it would like very much to take a way the prime time the STV service already has ON TV will argue that not the amount of program time but the quality that counts and the service will try to enhance and diversify its sched ule with more concerts exclusive specials sports events and soon an adult soap opera A New Day In Eden At VEU they see the expanded program time as opening opportunities for additional sports goodies from Broadway locally originated entertainment and more and better adult programming In the long haul though it may not be programming or air time or any such matters that determines which STV entity or entities survive in Fort Worth-Dallas It could be that the self-perceived identities and thrusts of the parent corporations finally will tell the tale VEU is on top now to be sure but is Golden West basically a software outfit really committed to STV?
