will be reducedapproximately 30 cents per $100 of assessed valua tion in thercoming year This results from a series of publje decisions during the past nine months In November the voters favored Proposition 2 re squiring the State of California to provide from its revenues more money to the local school districts Themeasurc did not however make any piovision fornew taxes to raise the $70000000 per year which is 'Involved Confronted by this heavy expenditure the 1953 session of the legislature was faced with two alterna to increase taxes or to reduce expenditures The rhood of the 1953 Legislature was ope of econ omy Our Senators and Assemblymen felt that if the sponsors of Proposition 2 had not asked the voters to authorize higher taxes then it was not up to them lb assume the political liability at the polls of malting such an unpopular move They chose budget cutting 1 A very large part of California expenditures are fixed by laws enacted by the voters and the control of the legislature is far more limited than might be supposed The major decision of the legislature was to reduce the amount of money that Would otherwise have been spent for state hospitals prisons office buildings in the capital regional offices quarters for the California Highway Patrol and the like The pruning job on capital construction did not cut out critically needed state buildings California will continue to catch up on the backlog of work that has been created by the explosive growth of the population But the slowed down rate of construc tion will leave the state with needs that pile up as fast as the bld ones are met With the money made available by Proposition 2 the school board here was able to raise salaries The increases were in order and the ballot measure did fulfill that promise Proposition 2 also offered a tentative promise of some relief from the property tax That hope is also being realized in the action of the school board Thurs day in adopting a
