committee report noted the supply outlook is clouded by military activity in the Middle East Despite historically high inventory levels further escalation of the Middle East fighting with disruption of supply links "could change the picture radically" Currently lower product demands and ample crude oil availability have resulted in an adequate supply situation the committee said "Today's high surplus inventories especially of beating fuels should be sufficient for the winter season barring spread of the Iraq-Iran conflict" "Thus while inventories are historically high they stand as a buffer to possible future shortages arising from Mideast military action If there are no new disruptions supplies should be adequate through all of 1981" the report stated dependence on foreign oil will fall below 40 percent in 1980 and 1981 forthe first time since 1975 Domestic oil production for 1980 is expected to advance slightly over 1979 averaging 868 million barrels daily as Alaskan North Slope production increases more than offset declines in the lower 48 states Since North Slope production is not expected to increase next year total crude production will decline 100000 barrels daily to an average of 858 million daily Natural gas liquids production is expected to show an increase of approximately 10000 barrels in 1980 with a small reduction projected for 1981 By ROYCE 'YANCEY Star-Telegram Writer Energy consumption in the United States down 27 percent in 1980 is expected to show a small gain next year according to the Supply and Demand Committee of the Independent Petroleum Association of America The committee which made its report at the recent IPAA annual meeting in Dallas came to these other conclusions about the domestic economy and the petroleum industry in 1981: Economic activity will increase slightly next year after posting a small decline this year oil demand will decrease 200000 barrels daily to an average of 169 million barrels daily This follows a drop of 14 million barrels daily in 1980 Motor gasoline distillate and residual fuel oil consumption will continue to decline Oil imports will average 66 million barrels daily compared with 69 million daily in 1980 Crude runs to refineries will average 134 million barrels daily down about 200000 barrels from 1980 Natural gas consumption will increase for the fourth consecutive year The committee report noted that economic activity apparently resumed its upward growth trend during the third quarter But unlike previous recoveries the committee forecasts that "economic growth will be lethargic in 1981" The constant dollar Gross National Product is expected to grow by approximately 16 percent next year The anticipated improvement in the economy is expected to be a stimulus to energy requirements but most of the increase will be offset by the effects of continued conservation and assumed normal weather Energy consumption per unit of real GNP is expected to decline or the conglomerate gas field of North Texas in a move to insure operators can realize their fair share of allowed production Since a May 23 1979 order of the Texas Supreme Court struck down the commission's allocations orders for the field production from the gas province stretching through parts of Jack Wise and Parker Counties has been pegged to per-well rates The new order establishes 320-acre proration units and permits optional 160-acre units The amount of acreage within a proration unit is the sole basis of an allocation Senior Staff Engineer Willis Steed of the RRC's oil and Gas Division recommended reinstatement of an allocation formula He reported that comingling of production from the zones forming the geological conglomerate is necessary to prevent waste promote
