ELECTION '89 GE ANDIDATE Underdog fights GOP odds in campaign for House seat wiiHaumuuim MIGUEL DE GRANDY Party: Republican Personal: Born Dec 3 1958 in Havana married to Kathy no children Professional: Lawyer Education: Bachelor's degree in administration from University of Florida 1979 Juris doctor from University of Florida 1 Do you support further restrictions on a right to an abortion and if so what would those be? De Grandy: I do not support state-funded abortion I would seek to provide more access to contraceptives for indigent people I think there has to be that trade-off Walters: No I won't restrict a right to privacy in any way I would support state-funded abortions when a medical condition arises if someone is raped if it's going to save the life if the baby is sick or if someone's too poor and they afford one 2 Would you be willing to accept a moratorium on local development while road and sewer construction catches up with current needs? De Grandy: No I think that would seriously harm builders and individuals that depend on the construction industry It would create unemployment Walters: Not a complete moratorium because you stop all growth I believe the developers should share in the costs and start planning these roads Traffic is backed up bumper to bumper in our district 3 Florida is headed toward a budget crisis that will necessitate finding new sources of revenue or cutbacks in services How would you raise that tax revenue or if you would not raise taxes what services would you choose for cutbacks? De Grandy: I disagree with the premise In the last three years the sales tax has increased 20 percent we have instituted the Florida lottery and increased our tax base close to 1 billion in additional revenue through growth I believe impact fees and user fees as well as trimming areas of waste will take us well into the 1 990s Walters: I would raisajmpact fees I would raise user fees I think we need to cut costs trim the fat 4 What kind of help should the state provide for local governments overburdened by massive immigration from Central America? De Grandy: I think both the state government and the federal government have to address this issue I think we should work more united in the Dade delegation and shake the power hold in northern Florida so we can bring in a more fair share of taxes Walters: The federal government needs to get involved because the federal government is letting them come into the country The state can build more schools to help cover the needs What I would like to see is more vocational schools JOHN WALTERS Party: Democrat Personal: Born April 22 1962 in Miami married to Marta one daughter Stephanie Professional: Real estate broker and insurance agent Education: Associate arts degree in business administration from Miami-Dade Community College 1985 By KAREN BRANCH Herald Staff Writer Although Republican Miguel De Grandy will be listed as John opponent in state House election the true foes are numbers 61 to 29: the Republican registration advantage 8 to 1: the lead in fund-raising underdog status helped by the fact he is running his first campaign De advantage is boosted not necessarily by his previous campaign but because of his family name His grandfather and namesake was a well-known opera singer in Cuba De Grandy for the first time in his short political career is breathing easily His first race last year was a heart breaker: a one-vote loss to Rep Carlos Valdes in the Republican runoff Even when he pulled in 38 percent of the vote in the Aug 1 five-candidate primary he was cautious He waited until the last vote was tallied before declaring victory in the Aug 15 runoff But now the typical 2 1-hour campaign day is over am now sleeping six hours instead of De Grandy said the first time I feel Others are confident too For example the people who have doubled his campaign budget in the past two weeks from $40000 to $80000 you win two races suddenly everybody pays attention to said De Grandy who has used the money to mail campaign literature to every voter in the district In the brochures to Democrats and Independents De Grandy sent a want to get the issues out but there are no Walters said look at the numbers two-to-one Republican not taking a look at the The two will meet in a single debate which will air on WPBT Channel 2 at 5 pm today just two days before the election Walters can only afford one mail-out and sending it to Democrats encouraging them to vote To reach Hispanic Republicans who make up 43 percent of the voters he has appeared on any Spanish-language radio station that letter and a resume But the top issue of this campaign abortion was not addressed De Grandy favors restricting state-funded abortions an issue expected to arise in an October special legislative session Walters opposes further restrictions Walters whose $10000 budget is a fraction of De has had to depend more on talk shows and forums to reach the voters But the lopsided registration figures have dampened the interest of would-be debate sponsors would offer him free air time And he has advertised in Spanish-language tabloids He has two main tactics: to prove his close links to Hispanics and to persuade them that Democrats are good folks Says one newspaper ad: Roosevelt was a Democrat!
