WHISKERS IN CAMPAIGN. The entrance of Mayor Billard of Topeka as a candidate for the Democratic nomination for governor of Kansas opens up new feature in the conduct of a campaign. For Billard has whiskers.

He hasn't whiskers like Senator Carter or Judge Ricksecker, but there is a growth that will call out the board of health before the summer of 1912 is over, if the germ theory holds good. Free silver and the recall will both go down before the onslaught that will be made for and against the hair-faced man. Families will split, there will be new alignments, and the factions of Democracy will break up, the remnants forming others who will decide first last and all the time whether they for whiskers or against ante whiskers. And the campaign should be rather a lively News. MAIFEST There will be a grand celebration at Hermann Park May 22-23.

Physician Wants Inspection of School Children Revived Fort Worth's Building Praised as Best in State- -Ventilation Good, but Projecting Dust Catchers Criticised. Fort Worth's splendid public school, system received a backset when office of medical inspector was aboiished, in the opinion of Dr. John T. Moore of Houston, former president of the Texas State Medical Association, who spoke on "Sex Hygiene" late Friday before a large audience of parents and teachers at the Sixth district school. "Many defectives in the public school can be made strong." said Dr.

Moore after the address, "and there is no way to pick them out from the ranks of school children without the competent medical man. "Formerly, the Fort Worth school board empoyed a man to inspect the children, pick out the diseased and physically defective children and correct their defects. I am sorry the school board has dropped this. In some of the states regular medical inspection in the schools is required by state law and the school board has a right to point out and insist upon corrections of defectiveness at the expense of the city or the community." With the exception of this feature, Dr. Moore said he considered the Fort Worth schools modern and comparing favorably with those of other very cities.

The buildings here, he said, are being copied by other Texas cities. Houston is preparing to issue $500.000 worth of bonds for schools of the Fort Worth type. In his lecture, Dr. Moore urged the necessity of expert teaching of sex hygiene in the public schools and Superintendent Cantwell pledged himself to recommend the appointment of qualified man to teach the boys and an equally expert woman to teach the girls. These experts will undertake to destroy the ignorance of the laws of SATURDAY, MAY 13, 1911.
