unexpected setback in the fortunes of a street which with the help of convenient electric trolley service had been the shopping center for the Southeast area since the mid- '30s Then in the mid- '70s the street started to come back to life revived by a large population influx In Huntington Park population jumped from 33400 in 1970 to 46000 in 1980 a healthy 36 increase By 1982 it had grown to 48600 The Southeast cities of Maywood South Gate and residents had traditionally shopped on the boulevard grew by 283 173 and 165 respectively from 1970 to 1980 The newcomers were mostly Latino According to the census Latino residents comprised 81 of the population of Huntington Park in 1980 compared to 36 in 1970 Latinos made up 80 of Maywood in 1980 compared to 35 in 1970 and more than tripled in South Gate to 58 of the population in 1980 "With the big influx of people with families that lived in town and shopped in town the boulevard started to get turned around" Perez said "It started booming" Now there are only one or two vacant buildings on the street and according to Maes businessmen "are fighting to get in there" "Everybody's prosperous here" boasted Tom Jackson a Huntington Park city councilman since 1968 "Almost overnight things have gone crazy The people who moved out (in the '60s) decided something bad happened here That's absolutely not the case" Jackson credited Latino shoppers for much of the prosperity of Pacific Boulevard today "The Hispanic is a parochial-type guy" he said "He shops around the corner from where he lives" Jackson said that in 1976 the city spent about million in federal funds to dress up the boulevard Graffiti was cleaned up and new curbs gutters and street lights wider sidewalks diagonal parking public parking lots bus benches and pedestrian walkways were put in Sidewalk sales organized by the Chamber of Commerce four times a year also have helped business he said "Obviously Pacific Boulevard) is not as attractive as the customers along one block of the boulevard included a Mexican family a Chinese family a black family a Cuban couple and two Mexican-American teen-agers They live in Cudahy Huntington Park and South-Central Los Angeles and all said they regularly come here to shop because it is close to their homes The elderly couple from Cuba were out for a stroll on the they do several times a week they said "Sometimes we come with no idea of buying anything" the man said in Spanish "But we see things that are useful andwe buy them" be a regional shopping center We have some major stores all side by side" One of those stores is Wineman's the largest and oldest retail store on' the street Wineman's "never thought of moving out" according to president Robert Wineman Sr son of AH Wineman Sr who built the clothing store on Pacific Boulevard in 1924 "If you merchandise to the community that's here whether it's Hispanic black Oriental or white can be very successful" Robert Wineman said Wineman said that the store has changed its merchandise to respond to its new customers For example it stocks smaller sizes and has expanded its children's department The Pacific Boulevard store sells higher-priced merchandise for children than the Wineman's in Mission Viejo a more affluent community he said "Don't let anybody kid you about Pacific Boulevard" he said "We can sell expensive merchandise here The customer is after quality" Peter Van den Akker manager of Dearden's said that many stores on the boulevard went out of business because they failed to keep up with the changing demographics of the community or "cater to the Latino trade" Van den has worked at Dearden's since 1967 selling TVs stereos furniture and out that he and all his salesmen speak Spanish But Sale $4" A
