channel But its only the signal that will be new The station broadcasting it has been on the air since Sept 11 1962 "Now that were 21" says Thomas Little general manager of KVCR Channel 24 in San Bernardino "it's time to grow up" KVCR is doing just that At a cost of approximately $1 its annual operating public television station has installed a new 55000-watt transmitter on Box Springs Mountain in Riverside to replace the 1000-watt relic that currently sits on the campus of San Bernardino Valley College KVCR is licensed to the San Bernardino Community College District The station is awaiting authorization from the Federal Communications Commission to begin broadcasting over the transmitter When that word expects it within the next several weeks KVCR will begin beaming its schedule of local educational and national Public Broadcasting Service programs to a vast new area Channel 24 engineers believe the signal now confined mainly to San Bernardino will carry into Riverside Orange Los Angeles and San Diego as far west as Long Beach Manhattan Beach and the San Fernando Valley "It's a giant step for us" Little said And not the last he added With federal and state funding of public broadcasting on the station's budget of $512000 this year is down 10 from last year KVCR plans to launch new fund-raising efforts that while standard operating procedure at other public TV stations such as KCET Channel 28 in Los Angeles and KOCE Channel 50 in Huntington Beach have never been utilized before because there was no need "We desperately have to get into that area to survive" he said referring to activities such as on-air fund-raising campaigns auctions and corporate underwriting "You just cannot rely on funding from granting agencies any longer" KVCR plans to add a development director to its staff in the near future Little said He noted that the new transmitter will be a big boost in the fund-raising effort because so many additional viewers will get the message The transmitter was paid for with a $650000 grant from the US Commerce Department's Public Telecommunications Facilities Program about $70000 in community contributions and about $280000 from the San Bernardino Community College District Little said that despite its own financial pressures brought about by cutbacks in state funding the college district remains committed to KVCR because it sees the station as having great potential to through telecourses that viewers enroll in for college services and revenues that are being lost elsewhere 0 NBC CHANGES: "Bay City Blues" the new NBC series about a minor league baseball team is being pulled from the lineup but will return later in the season the network announced Wednesday The low-rated dramatic series will be replaced by "For Love and Honor" another first-year series that had been placed on hiatus earlier A serial about Army paratroopers "For Love and Honor" will air Tuesdays at 10 pm beginning Dec 6 Two other series that had been on hiatus "Manimar and "The Rousters" also will get tryouts in new time periods during December Starting Dec 3 "Manimar will air Saturdays at 9 pm the time slot formerly occupied by "The Rousters" which will preempt "Remington Steele" at 9 pm on Dec 20 and Dec 27 0 WORKING WOMEN: "Games Mother Never Taught You" a TV movie about the Problems encountered by a woman executive in a predominantly male corporation has won one of the National Commission on Working Women's 1983 Broadcast Awards The Washington DC-based organization which lobbies on behalf of working women gave the CBS program its top TV entertainment prize in the fifth annual awards which are presented to TV and radio programs that deal with issues of concern to women Other national winners included "The Willmar 8" a public television documentary about eight women who went on strike against the bank that employed them and "Legislation to End Insurance and Pension Discrimination" a series of reports by Cokie Roberts of National Public Radio about legislation that would change insurance and pension provisions for women 0 PROGRAM GRANTS: KCET Channel 28 has received a grant from the Corporation for Public Broadcasting to produce a drama for "WonderWorks" a prime-time children's series that is due to debut on public television series next fall The KCET program which will be produced by station
