The United States is taking a big step Oct 26 Gen Russell Dougherty commander of the Strategic Air Command said in Fort Worth Friday On that date the first prototype of the B1 bomber will be taxied out for viewing he said and should be flying soon after the end of October Dougherty's job is to maintain a force capable of preventing nuclear war and it must be should this nation be attacked capable of destroying the enemy's war-making capability he said As of today Dougherty has about 400 aging B52s 70 super sonic Fills and 600 KC135s (tankers) plus the RC135 and SR71 reconnaissance aircraft His ICBM force of 1054 includes 1000 Minute- man and 54 Titan II missiles HE TOOK OVER the SAC step at the end of this month" He said he shares the concern of many US leaders over the "major modernization and improvement progress that the Soviet Union has ongoing" Dougherty carefully sidestepped labeling the Russian activity as violation of the SALT I agreement But he admitted the USSR has "four major missile systems" which are new and which "we see them testing" plus a new bomber call it the Dougherty said "and although it is somewhat comparable to the Bl in concept we hope it is not in performance they have it flying Dougherty was in Fort Worth at the invitation of the Air Power Council and AFA plus Carswell AFB which is one of his SAC bases Dougherty told newsmen that because "today we are only minutes away from a potential threat to this deterence is our prime He said the federal spending cutback already has affected SAC with some cutbacks of $4 or $5 billion slashed by Congress and another $6 billion "lost to an unexpected rate of inflation in our economy" The SAC chief said the cutbacks will not cripple effectiveness of SAC but will affect long-range the information has not been processed it appears it will meet the standards conditionally accepted by the Airport Board He said employe service is also at about the same stage Most of the technical changes needed already have been incorporated into the system but some will require that the system be shut down Condrey said Condrey said it has been "tentatively agreed" that AirTrans will be shut down Oct 22 23 and 24 to install the changes designed to improve reliability He said the basic problem with the system was a people problem Since it is the first system of its kind anywhere in the world there was no one who knew what problems would occur so there could be no solutions designed ahead of time 9 99 HE PREDICTED that eventually even the Air Mail Facility will go back to using AirTrans The board conditionally accepted the air mail service but it was suspended last week on request of the US Postal Service Condrey said postal officials would not admit publicly that part of
