2C THE cHARLarrE OBSERVER Saturday April 18 1987 FCC Indecency Ruling Expected To Have Little Effect On Charlotte cause of the elevation of the land There is speculation among other broadcasters that channel 36 will also seek a boost in power to coincide with completion of the new tower but Davidson would not confirm or deny those kiStsm TVRadio Jeff Borden Improve the tignal in areas we already serve" Davidson would not disclose how much the station paid for the land except to say "It was more than a dollar and less than a million" The area around Dallas is already home to two other TV tow ers wIrry (channel 3) and WIZY (channel 46) have built there be other ways to win" WPCQ Buys Land In Gaston WPCQ (channel 36) has taken another step in improving its signal with the purchase of 80 acres In Gaston County about 2 miles north of Dallas NC The land will be the site of a new transmitting tower to be built in 1988 The new tower would increase the station's broadcasting radius by up to 40 The channel 38 signal now can be received within a radius of about 50 miles It currently broadcasts at 21 million watts from a tower behind the offices and studios on Hood Road "We're really not that far along yet" he said "This really is just a first step" Crystar Shoppe Independence Blvd at Indian Trail NC 28079 0MIRMEM2 Charlotte enjoys relatively clean air where radio is concerned As a result a ruling Thursday by the Federal Communications Commission (FCC) broadening the definition of indecent materials is expected to have little or no effect on radio stations here In response to complaints of sexually explicit material used on two California radio stations and by New York City disc jockey Howard Stern the commission issued a ban on "patently offensive" descriptions of "sexual or excretory activities or organs" "I haven't heard anything patently offensive since I moved to Charlotte" said Doug McGuire program director of country WLVK (97 FM) He moved here two years ago "I don't think this ruling will have any effect on Charlotte radio" Michael Saunders program director and announcer at urban contemporary WPEG (98 FM) added "It's not going to bother us one way or the other We may go out on the limb a little but never anything major" Since 1978 the FCC has prohibited the use of seven words that were part of a famous monologue by comedian George Carlin The Carlin skit had been played on a New York station prompting an outraged listener to complain The US Supreme Court eventually decided that the words in the skit were obscene FCC Commissioner Dennis Patrick said Thursday the commission had been interpreting indecent or obscene materials too narrowly The ruling could seriously affect someone like Stern who has sought the lowest depths of poor taste in his quest for high ratings Typical of Stern's style was a contest he held last year that encouraged listeners to guess when his female sidekick would begin menstruating that month But could the new FCC ruling chill attempts at humor by Charlotte's disc jockeys? "I don't think so" said Chuck Boozer the morning announcer at adult contemporary WEZC (104 FM) "We don't do stuff like that Your listeners and your boss will keep you in check I want to have fun I want to entertain I don't want to hurt people or tick them off That's not my goal" Billy James who teams with "John Boy" Is ley on the morning shift at album rock WRFX (997 FM) said "We walk close to the line every once in awhile but we've never crossed it I do feel guys like Stern and (Don) Imus (another racy New York jock) go too far From a personal standpoint I'm not comfortable going that far out It's a lot harder to get a laugh without being dirty Anybody can get a laugh by making a (flatulence) noise" Contemporary hit WBCY (108 FM) program director Jack Daniel Jeff Davidson vice president and general manager of channel 36 said Thursday he wasn't sure how high the tower will be but added: "We want to put up the most powerful facility we can Whatever we decide it will extend our signal to new areas and Don't go on an "Easter Egg Hunt!"
