The proposed amendment involves only procedural matters and directly affects no property rights. The saving of $600,000. h.v doing away with the necessity of special elections will doubtless make a strong appeal to many voters.

Demarest. of Secretary of the Com munity Choral Society. Black of this Yillaye, one of the four Bepubtican candidates for Mi nihers of Assembly. The proposed unit ailments mil be submitted to the i oters of New Jersey for adoption or jeelion at a special election on Sep-Umber M). He says: The purpose of the Third proposed amendment is to change in some respects the present method of amending the State Constitution. The State Constitution provides in effect that any proposed amendment must be passed by both Houses of lie Legislature, then published in each County for three months previous to next general election, then re-passed by both Houses at the next l-agular session and submitted to a vote of the people at a special election to lie held at least four months after the adjournment of the Legislature.

If more than one amendment be sub mitted, they must each be submitted in such form that the peopl may vote lor or against each amendment separately. If approved by a majority of the voters at such special election the proposed amendment becomes a part of the State Constitution. No amendment or amendments can lie submitted oftener than once in five years. The Proposed Change The Third proposed amendment to the State Constitution provides -in effect that: Any amendment or amendments shall be submitted to the people for voting theron at the ensuing general election and no amendment ot amendments relating to the same sub cct shall be submitted to the people oftener than once in five years. Effect of the Change If adopted, this amendment will permit the submission of proposed amendments at the general election instead of at the special election and also per mit the submission of amendments oftener than once in five years, pro viding they do not relate to the same subji ct.

In other words, if. an amend ment relating to a particular subject were once submitted and rejected, the same amendment could not bo Submit ted again for five years but any num her of amendments covering subjects not theretofore submitted to the people could be submitted each year for adoption or rejection. Why the Change? Those who urge this amendment say that if amendments are submitted at general instead of at special elections the State will save each time about $600,000., the estimated cost of hold ing a special election; that a larger percentage of voters will vot on the proposed amendments at a general than at a special election; that it should be possible to submit an amendment at any general election each year instead of having to wait five years, provided any proposed amendment does not embrace the same subject matter as an amendment previously submitted. Arguments Contra On the other hand it is urged that when a change in the organic law of the State is proposed, the expense of ascertaining the wishes of the people at a special election is secondary to the advantage of focusing their at tention on that one matter at a special election held free from extraneous issues of a purely local or partisan nature. It is further urged that a special election stimulates more interest and intelligent discussion of any proposed change in advance of its adoption or rejetion than if same is considered and discussed during the heat of a partisan general election.

It is further urged that at a general election those who vote for the candidates of the political parties are interested primarily in the success of those candidates and a large percentage of uninformed and more or less disinterested voters while at the polls I will vote jes or no on the proposed constitutional amendment or amendments; whereas a special election I-iings out a larger percentage of voters who have studied and really understand what they are voting for or Batting Average 33.13 The people of New Jersey have shown in the past a merited indisposition to change our organic law when amendments have been submitted to them. Since the adoption of the Constitution in 1844, six special elec tions have been held; September 7th, 1875; September 30tli, 1890; Septem ber 28th, 1S97; September 22nd, 1903; September 14th, 1909; October 19th, 1915. Only in the elections of 1875 and 1S97 were proposed amendments ratified or adopted. The hatting average of those who would change our present Constitu tion is therefore exactly 33 13. This may he taken to indicate a tendency to oppose changes even when they are submitted at infrequent intervals.

Neighboring States It is interesting to note the provisions in the Constitutions of neighbor clothes does not dismay the housekeeper who uses a Thor washer.
