FORMER POUCE CAPTAIN DEAD John W. Russell was at the 99th Precinct in 1909 Special to the EVENING NBW8. Tottenville, June 19 News of the death of John W. Russell, formerly an inspector in the Police Department and head of the Detective Bureaus of Manhattan and Brooklyn during the latter period of his twenty-seven years' service in the department, occasioned no surprise among his erstwhile associates, but much regret was expressed by them. Mr.

Russell died of cancer at his home, No. 886 1'nion street, Brooklyn, Tuesday. He was forty-nine years old, having been retired from the department a year ago because of ill health. That there was little chance for him to recover had been known among the members of the department for some time. After serving ten years as patrolman and roundsman Mr.

Russell became a sergeant and then a lieutenant, and for excellent dectective work in a series of burglaries lie was transferred to the Central office in 1906. There he distinguished himself for detective ability and was promoted to be a captain and placed in charge of the Detective Bureau. With a change In the administration Mr. Russell was sent to Brooklyn in charge of the Detective Bureau there. It was while ha was there that the noted Duffy case arose.

He was then an Inspector, and be and his detectives were censured by Mayor Gaynor, who then was on the supreme court bench, for repeatedly arresting Duffy, a young man who had not been convicted of crime, but who seemed to bo present several times when trouble occurred. As a result of Mr. Gaynor's interest In this case Mr. Russell was demoted to be a captain and was lerred to Tottenville. That was in 1909.

Until he was retired he was shifted about to outlying stations, lie was retired on June 21, 1912.
