immigration reform bill will plead for yet another delay in its consideration before a special House Democratic caucus next week officials said Friday But the chairman of the House Rules Committee said he doesn't think the attempt will get very far Rep Edward Roybal D-Calif leader of a group of Hispanics who oppose the immigration plan drafted by Sen Alan Simpson R-Wyo and Rep Romano Mazzoli D-Ky has successfully petitioned the House leadership for a caucus to ask that a Hispanic alternative bill be given full hearings before any debate is scheduled on the Simpson-Mazzoli bill The caucus has been set for 8:30 am Thursday Two hours later the House Rules Committee will meet to decide how to handle debate on the Simpson-Mazzoli bill and 80-plus proposed amendments House Speaker Thomas D-Mass has said he wants to bring the Simpson-Mazzoli bill to the House floor the following week He set that time earlier this month after he agreed to hold Simpson-Mazzoli off the floor until after the June 5 California primary That delay was requested by California Democrats and presidential candidate Walter Mondale who fear a backlash from Mexican-Americans and other Hispanics if the Democrat-ic-controlled House should pass the Simpson-Mazzoli bill Among other concerns Hispanic leaders say proposal for civil and criminal sanctions against employers who hire illegal aliens could lead to job discrimination against Hispanic-Americans Roybal's bill which he introduced in March would substitute tighter border patrols and stricter enforcement of occupational health and safety regulations for employer sanctions He complained that while the Simpson-Mazzoli bill has moved forward his proposal has not been given proper hearings to allow people to study its provisions Rep
