amendment would widen the already- I dangerous chasm between Israel and the' Jewish diaspora alienating Israel from American Jews to whom it looks for material and spiritual support Because of that unacceptable risk the amendment again should be shunned The Readers' Forum Sweep the Mines Canadian's view of seat belts and gun control al criminal record had to obtain from the Quebec police force a permit to carry the revolver from the gun dealer to my residence and had to obtain from the Quebec police force a permit to carry the weapon to and from my own gun club or the others where I may from time to time engage in tournament I am required to keep the gun and ammunition in separate locked places in my residence and am subject to inspection by the police at any time in respect to this As an ordinary citizen I do not find these requirements particu- larly "strong" as described by Mr Harbron from the to carry er to my from the to carry DWn gun ay from rent gun and places ibject to time in citizen I particu- by Mr To The Editor: I am a Canadian visiting Palm Beach (Canada's "Ilth Province" in Florida) I was particularly interested in an Aug 6 Viewpoints Page article by John Harbron on our Canadian gun-control and seat-belt laws With respect to Mr Harbron's comments I will make no mention about our universal medicare in Canada (which he also discusses) as that would be a comment on a social issue that Americans must resolve for themselves It would be wrong for a "foreigner" to say anything However I must speak out on his views about seat-belt and gun-control laws I live in a province that like Ontario requires the use of seat belts I always use mine and insist that my passengers do so even in your country Several years ago in one of your states that I shall not identify my life and that of my passenger was saved because we were using our seat belts Someone foolish crazy or under the influence of alcohol or another drug suddenly drove in front of us when I had the right of way Had the belts not been on (and the brakes not been working) we both would be dead All that happened is that we very slightly hit the windshield and had short headaches As to gun control I own a 357 magnum for the purpose of target shooting To obtain this weapon I had to establish to the Royal Canadian Mounted Police and to the Quebec police force that I did not have a ONCE again less than one year after 265 US servicemen were killed in Lebanon US military forces have been dispatched to the Middle East Unlike before this time the enemy is known the task is achievable and the mission is entirely justified This time US forces are helping to clear the seas of mines sewn by culprits yet unknown When mines were sprinkled through the Red Sea a few weeks ago the effect was as if clots had been injected into arteries of a human heart For the Red Sea is a vital artery of international commerce It is connected to the Mediterranean Sea by the Suez Canal a channel cut through Egypt's Sinai Desert This vital artery permits shipping between Asia and Europe North Africa And the Middle East to avoid having to steam clear around the west coast of Africa When that artery was clogged the health of international commerce demanded that someone surgically remove the mines Why the United States? Because Egypt and Saudi Arabia friends and allies asked for US help Because the United States has the most sophisticated minesweeping equipment Because though the United States is far distant it has strategic interests as a global superpower both in keeping that particular international waterway operating and in keeping all international waters open Thus because the cause was just and necessary and because it served the interests of both US allies and the United States itself the United States was right to get involved The international imperative to keep the seas open is well-illustrated by this incident It offers an instructive contrast to the Reagan Administration's indefensible mining of Nicaragua's harbors earlier this year Like this mining of the Red Sea that was akin to an act of piracy Today's US mine-sweeping helps to restore the use of American force to its proper role to keep the peace to uphold the law and to protect the weak from their predators HOWARD RIPSTEIN Associate Professor Concordia University Montreal Quebec RIPSTEIN itolessor niversity 'Quebec That's the ticket! I would take over the handicapped-parking violation "concession' I would hire "deputies" to cruise parking areas Our people would give the just deserts via tickets to the handicapped-parking violators Each ticket would have an affidavit that is signed and notarized that such violation occurred Our sole authority would be to give tickets to the violators of the handicapped spaces In short order the violations would diminish It would work well MARK FELDMAN North Miami Beach THERE was a time not long ago when the Sister City program was just people helping people Established in 1956 by President Eisenhower it provided a vehicle for Americans to increase their contact with people all over the world It was a nonpolitical reciprocal program that helped civic-minded people skirt government bureaucracy to share ideas technical assistance and disaster relief Now politics has ruined that ideal On Tuesday Hialeah severed its 18-year relationship with its sister city Managua Nicaragua And on Aug 1 West Miami ended its 13-year relationship with Leon Nicaragua Both cities cited the Marxist Sandinistas' rule in Nicaragua since 1979 as the reason for the sibling estrangement Most of the residents of Hialeah and West Miami are Hispanics who fled Communist Cuba a few who fled Nicaragua Their sentiments are well appreciated This is an official relationship between cities and Hialeah and West Miami have every right to choose cities with which they associate or dissociate Officials of both cities said that their residents continue to maintain moral and spiritual ties with Leon and Managua Even so they did not want to give the appearance of condoning the loss of freedom and the human-rights violations that are a part of everyday life in Nicaragua A State Department official who attended the West Miami meeting said there was concern that the Sandinistas could point to the Sister City official relationship between cities and Hialeah and West Miami have every right to choose cities with which they associate or dissociate Officials of both cities said that their residents continue to maintain moral and spiritual ties with Leon and Managua Even so they did not want to give 1000 foreign cities in 85 countries It was particularly successful in Hialeah before the Sandinistas Hialeah's Sister City committee coordinated the collection and distribution of vast quantities of medicine food and clothing for Managua after the 1972 earthquake there In other cities alas the program has been little more than an excuse for officials' junkets Last week in Sweetwater where many refugees from Nicaragua have settled the program was the focus of a territorial dispute A former city-council member after losing office had appoint ed her own committee to work on Sweetwater's relationship with Puerto Plata in the Dominican Republic She didn't tell the current council which upon finding out wanted to disband her committee and appoint a new one The committee survived on a 4-3 vote These incidents make clear that charity and good-will the rationale for the Sister City program are ill-matched against the political fervor that dominates cities filled with exiles Let's bonuses "It's more an indication of the potential they have than the value of their work during that first year" The article went on by quoting a partner of another law firm: "Why do you pay $110 for
