Federal telecommunications regulators hope new requirements announced Monday will help emergency personnel better respond to call5 horn 911-only cell phones or mobile phones without service Several private pmgrams allow cell phones to be donated to needy users Those phones typically do not have service but federal rules require wireless carriers to pass On 911 calls to dispatchers Carriers also make and sell phones that can only dial 91 Both types of phones cannot receive calls which can pose a problem if the caller gets cut off from the emergency dispatcher At the request of public safety groups the Federal Communications Commicsion studied the issue and determined it is not yet technically possible to require carriers and phone manufacturers to pm-vide callback numbers On the so-called noninitialized phones The FCC voted to require such phones to be programmed so that 123-456-7890 would show on dispatchers' screens as the telephone number That would alert the dispatcher to husband ard six children Sunday when La Plata was ripped by a deadly tornado one of the most powerful in Maryland history "When it was over I went upstairs and all you could see was the sky" said McClain 41 "The roof was gone The wall was gone The beds had gone out the window" Tornado-ravaged cities from Missouri to Maryland picked up the pieces Monday a day after an unusually potent batch of storms plowed across the eastern half of the nation At least six people were killed including three in a pair of hard-hit Maryland counties south of the nation's capital More than 100 people were injured across the couaty and thousands lost power The tornado that hit La Plata was an FS the most powerful according to a preliminary determination by the National Weather Service In Charles County the twister destroyed six houses and left a track of damage 24 miles long and 400 yards wide Damage still needed to be evaluated in Calvert County Under the Fujita scale a twister with an FS rating
