Voters put Rutland schools in a bind RUTLAND (UP1) Rutland school officials are faced with the prospect of running Vermont's second largest school system on funds appropriated through a $3.80 city charter tax limit which commissioners feel is out of touch with the times. The only alternative seems to be to return to the voters for a second referendum in an effort to fund a record $4.5 million school budget.

Voters Thursday rejected a 37- cent increase in the school tax rate. The measure passed in only Uiree of the city's nine wards. Only about 14 per cent of the city's eligible voters went to the polls. They said the voters have issued their mandate on the question, and that the budget must be trimmed by either drastically reducing programs or staff. Commissioner Charles Smith suggested the schools be run until the funds run out and schools would have to close. The board has scheduled a special meeting next Tuesday to decide what action to take.

DIAL 2-7451 Ex-Banner staffer wins big award from Columbia A former summer staff member of The Banner has been granted a Pulitzer Traveling Fellowship worth $3,000 by Columbia University's Graduate School of Journalism. Susan Fraker Holt, who worked at The Banner during the summer of 1969, has been named as one of the three top-ranking graduates of the Columbia Journalism School by Elie Abel, dean. The three qualify for the fellowships, which will enable, them to travel and study anywhere in the world.

Mrs. Holt, who worked at The Banner before she was married to Rush Holt, went on to graduate from Carleton College in 1970, then worked as a writer with the Federal Reserve Banke of Minneapolis. Freak accident damages 3 cars An unusual accident on Main Street Friday morning caused damage to three cars. Involved were a 1970 Ford driven by Theodore Pappas, 48, of Bennington, a parked 1971 Volkswagen bus owned by Kenneth Callaghan, 26, of Old Bennington, and a parked 1972 Valiant owned by Albert Peterson, 55, of Bennington. Police said Pappas was traveling east on Main Street when the hose of a vacuum' cleaner in his ear unhooked and became lodged between the accelerator and brake pedals.

When thedriver tried to apply the brake, the accelerator was also depressed, causing the car to swerve into the rear of the bus, which was pushed into the Valiant.
